TERM DEFINITION
accomplice The person who is alleged to have participated in the commission of a law violation with the Juvenile in the same incident.
acquitted by reason of insanity This may be a new value for adjudication result depending on how Judges rule--- April 26, 1991.
active assignment An administrative term to denote that a probation officer has the juvenile's referral group or a juvenile (JMID) (when the probation officer is to monitor the legal status) on the workload.
add on appearance An appearance that is added to the court calendar after the court calendar is prepared.
add on appearance type Any appearance type that is added to a prepared court calendar that already has the corresponding FC-J or FC-S case scheduled to it.
add on calendar A supplemental calendar of cases assigned to a judge on the same day of the hearing.
add on calendar A court calendar of cases reassigned on the day of the hearing to a judge other than the originally scheduled judge.
add on case Any FC-J or FC-S case that is added to the court calendar after the court calendar has been prepared.
add on referral Any referral that is added to a prepared court calendar that already has the corresponding FC-J or FC-S case scheduled to it.
address The residence address.
address The street address or the mailing address.
address effective date The date the address is entered or changed in a computer system (JUSTIS).
address source The source from which/whom the address was derived.
adjudicated A judicial determination that the allegation has been proven and which places the juvenile under the jurisdiction of the court. An adjudication result.
adjudication A judicial determination of an allegation included on the petition, excluding waiver petitions.
adjudication hearing A contested hearing to determine whether the offense(s) alleged in the petition(s) can be proven.
adjudication result The judge's decision for each of the allegations of the petition group as a result of the adjudication hearing. For example dismissed, adjudicated, withdrawn, change of venue, etc.
administrative closing A judicial referral termination type used to terminate a referral linked to a petition which has been withdrawn.
admission date The date the juvenile is physically accepted for admission into the Detention/shelter facility.
admission time The time the juvenile is physically accepted for admission into the Detention/shelter facility.
admitted by The Detention/shelter facility supervisor who admits the juvenile into the facility.
age The chronological age of the juvenile. (not sent but calculated)
allegation An offense to be proven in a proceeding under HRS Chapter 571-11 or an accusation of abuse or neglect by a juvenile's custodian to be proven in a proceeding under HRS Chapter 587.
amended petition Petitions filed subsequent to the filing of the original petition that changes part or parts of the original petition.
amended referral reason A change in the referral reason.
appearance see court appearance, JUSTIS appearance.
appearance schedule type An indicator reflecting whether the appearance was a normal scheduling with advance notice, a special set scheduling, or an add on appearance.
appearance time The actual time the hearing started and ended.
appearance type see court appearance type.
appearance type schedule type An indicator reflecting whether the appearance type was a normal scheduling or an add on appearance type.
application for services The procedure for requesting services from a public or private agency by a probation officer and on behalf of a family.
appointment book see juvenile hearing log.
arraignment & plea interview date The scheduled date for the A & P interview.
arraignment and plea A formal proceeding in which a juvenile is called before the court and informed of the offenses, charged and asked to enter a plea.
arraignment and plea interview The interviews scheduled by the probation officer with the juvenile and parents regarding referrals received by the court which alleged violations of the law; and to advise them of constitutional rights prior to the Arraignment and Plea.
assigned PO The probation officer to whom the Juvenile case/referral is assigned.
assignment status The term to denote the status of the assignment in regards to whether the assignment is active or closed.
'B&B' see Bag and Baggage.
Bag and Baggage Action denoting outright discharge from DH. ('B&B').
birth date The date of birth.
birth place The place of birth.
birthdate source The party or document which provided the birthdate information. (note - verified flag is sent from JUSTIS)
birthplace source The party or document which provided the birthplace information.
calendar see juvenile court calendar, disposed juvenile court calendar.
calendar clerk's book see juvenile hearing log.
calendar schedule see family court calendar schedule.
calendar slot see court calendar slot.
calendar type see court calendar type.
case assignment disposition The reason the juvenile case was taken off the probation officer's workload. e.g., transfer, term/disp.
case assignment end date The month, day, year the juvenile case is taken off the probation officer's workload as determined by the section supervisor.
case number The unique identifier of the FC-J case number or FC-S case number.
case/referral assignment date The month, day, year the juvenile case/referral is assigned by the section supervisor to the individual worker.
change of venue The shifting of jurisdiction of a petition(s) to a different circuit within the state. A judicial referral termination type.
circuit court clerks' binder (for special services only) A subset of the calendar clerks' juvenile hearing log reflecting the special services appearances.
citizenship The country the juvenile is naturalized, native or owes allegiance to and entitled to protection from.e.g.,US, other.
closed assignment An administrative term to denote that a probation officer does not have the juvenile's referral group or the juvenile (JMID) (when the probation officer is assigned to monitor the legal status of a juvenile) on the workload following the termination of the court's jurisdiction over the juvenile.
commitment as a condition of probation A condition identifying that a juvenile is ordered confined at a correctional facility for a period not to exceed one year.
commitment till age 19 A referral termination identifying that a juvenile is committed to the jurisdiction of the Correctional Facility until age 19.
commitment till age 20 A referral termination identifying that a juvenile is committed to the jurisdiction of the Correctional Facility until age 19 and subject to supervision till age 20.
commitment to a correctional facility A judicial disposition in which a juvenile is ordered committed to the jurisdiction of a correctional facility for a period. For example: the Hawaii Youth Correctional Facility. There are four types of commitments to a correctional facility. They are minority commitment, commitment for a period not to exceed one year, commitment to age 19 and commitment to age 20.
community service A condition which requires a juvenile to perform a public service.
companion Juvenile referred for alleged involvement in the same offense arising from the same incident involving another juvenile who is likewise referred.
completed The hearing status where all evidence and arguments for the hearing have been concluded and a decision is made and ordered.
comply/compliance Completed conditions. Complied. A condition status which indicates that the juvenile has totally (100%) fulfilled the conditions or requirements imposed by the court or probation officer.
condition Specific requirement placed on the juvenile and/or parent(s) by the judge or probation officer that must be satisfied, i.e., community service, street law program, fine, etc.
condition and compliance agency The resource, program or agency where a juvenile is required to fulfill a condition.
condition and compliance program name The specific program where a juvenile has been ordered to participate or complete a court ordered condition, or the program where a juvenile was assigned to fulfill a condition of Informal Adjustment.
condition end date The month, day, year the condition is no longer to be monitored.
condition start date The date the court ordered action or requirement was scheduled to commence.
condition status Indicator reflecting the final status of the condition regarding compliance.
conditional IA agreement date The date the "Consent of Minor and Parents to Informal Adjustment" form agreeing to the conditions of a conditional IA is signed.
conditional informal adjustment A non-judicial referral termination subject to the juvenile admitting responsibility for the alleged offense, and the juvenile and parent(s) agreeing to and completing certain conditions before the Conditional Informal Adjustment is final. Note: If the conditions agreed upon are not completed, formal court action on the referral may result. (code CIA in table 072).
consent to marry A request for service where a juvenile under 16 petitions the court for permission to marry. A referral reason.
continue Court hearings continued after convening before the judge.
continued in court The hearing status when the hearing is scheduled for another date at the request of either party or by the direction of the court at the scheduled appearance before any matters of significance (eg. introduction of evidence) for the hearing are heard.
continued to date certain The hearing status where the hearing was called and all evidence and arguments have not concluded, and therefore will be scheduled for a future appearance on a specified date.
continued until moved on (CUMO) The hearing status where the hearing was called and all evidence and arguments have not concluded, and therefore is expected to be scheduled for a future appearance when moved upon by the court or one of the parties (no future scheduled appearance date will be set at that time).
counseled and released with conditions A judicial referral termination type used when the juvenile adjudicated for law violations or status offenses, is required to fulfill court-ordered conditions as a prerequisite to his/her discharge from the court's jurisiiction.
counseled and released without conditions A judicial referral termination type used when a juvenile adjudicated for law violations or status offenses, is discharged from the court's jurisdiction without conditions.
court action without hearing A request for a judicial action that is brought before the court via an exparte motion which results in the court issuing corresponding filed orders without holding a court hearing. eg. Termination of Legal Status, Withdrawal of petition.
court appearance The event which is scheduled to take place during a calendar slot.
court appearance relationship notes The identification of appearances related to other appearances on a court calendar. For example, in JUSTIS, the relationship of FC-S cases heard on the same calendar for juveniles of the same abuse situation will be identified in a free form field in the appearance since the FC-S case relationship is temporal.
court appearance type The reason for the appearance. eg. A&P, Trial, Review, Disposition, Waiver of Jurisdiction, Motions (motion for discovery, motions to suppress, motion for modification, motion for review, etc.), Service plan, Review hearing, further hearing/trial, rehearing.
court calendar see juvenile court calendar, disposed juvenile court calendar.
court calendar A list of juvenile hearings scheduled for a particular judge for a specific date and time, which include the names of the persons to appear and their relationship to the juvenile, the petitions or motions to be heard.
court calendar date The date of the court calendar.
court calendar judge Judge assigned to a court calendar.
court calendar recorder Refers to the digits displayed on the tape counter of the tape recorder to mark the start and end of a particular hearing. The digits are recorded by the court clerk to identify the exact location of the particular hearing on the cassette tape.
court calendar schedule (family court) A weekly court resource assignment and informational list of judges and circuit court clerks by day of week and calendar type.
court calendar slot A date and time period to which one or more FC-J or FC-S cases are scheduled to appear before a judge in a courtroom. Note: A calendar slot can be of various lengths of time but can extend no longer than one day and will be managed by the user. Companion cases may be scheduled to the same calendar slot. One or more calendar slots can be 'reserved for one hearing, such as a 2-day trial.
court calendar time The exact time the hearing started and ended. The times are recorded by the court clerk assigned to the court calendar.
court calendar title The name of the court calendar. (e.g., A&P calendar).
court calendar type The types of calendars a judge is scheduled to hear. eg. A&P calendar, Trial calendar, Motions calendar (code table 093).
court clerk The person assigned to record the activities and findings of the court on a court calendar.
court minutes A summarization prepared by the circuit court clerk to reflect the outcome and results of an appearance.
court pay An indicator to display whether the court has authorized payment for services provided to a juvenile in a placement facility.
courtesy supervision The court services and supervision provided to a juvenile, at the request of another (sending) court, because the juvenile has moved into the jurisdiction of the (receiving) court providing the services. A referral reason.
courtroom The location at which the events on the court calendar are to be heard.
current residence The address where a juvenile lives.
date of detention/shelter notice The date on the "Request for Detention/shelter notice".
date of rescission of notice The date the "Request for detention" was rescinded.
date of the incident The month, day and year that the incident took place.
defense attorney The legal counsel representing the juvenile who is alleged to have committed a law violation or status offense. The legal counsel will represent the juvenile for petitions (petition groups) pending before the court.
defense attorney type Indicates how the legal counsel was obtained. e.g., Public Defender, Court appointed, privately retained, pro se.
demographic Vital statistics such as name, birthdate, sex, ethnicity, address, social security number, etc. of a person.
detained The state of a juvenile held in the Detention/Shelter Facility.
detainee A juvenile who is temporarily being held at the Detention/Shelter Facility.
detention/shelter admission information The process through which a juvenile is screened to determine if the juvenile meets the criteria to be held at the Detention/Shelter Facility. If the criteria is met and the juvenile is subsequently detained, the process is documented.
detention/shelter criteria A list of factors used to determine whether a juvenile can be admitted into the detention/shelter facility.
detention/shelter days The number of days the juvenile has been detained.
detention/shelter incident Event(s) at the Detention/shelter Facility which involved behavior(s) which concern the staff enough to require documentation of the actions taken or observed.
detention/shelter release/discharge The process through which a juvenile is released from the Detention/shelter Facility.
detention/shelter special observation Classification system for the degree of observation of a juvenile based on the juvenile's tendency to hurt him(her)self or whether the juvenile is placed in isolation.
detention/shelter status Indicates the juvenile's current detention/shelter status with the facility. e.g., presently detained, was released, or on a temporary release status (either supervised release, or OTR).
DHS deputy attorney general The Deputy Attorney who represents the Department of Human Services (DHS) in a case in which the DHS is a participant.
DHS Social Worker The Social Worker assigned to appear in a case in which the Department of Human Services is a participant.
diagnostic/hospital (placement facility) These are live-in treatment facilities which specialize in the diagnosis or treatment of youths who exhibit mental health and/or a combination of mental health and medical problems. The programs are generally in hospital or medical facility type settings.
dismiss To discontinue; to order a cause, motion, or prosecution to be discontinued.
dismissal directed by judge A judicial referral termination type in which the jduge determines that a petition be dismissed.
dismissal initiated by prosecution A judicial referral termination type which is initiated by the prosecution and granted by the judge.
dismissal initiated by the defense A judicial referral terminatin type which is initiated by the prosecution and granted by the judge.
dismissed in the interest of justice An adjudication result in which a juvenile is found responsible for the petition allegation but the petition is subsequetly dismissed after a determination that it would be in the best interests of the jvuenile not to have a juvenile record.
dismissed with prejudice A type of dismissal (adjudication result) which bars the matter from being refiled.
dismissed without prejudice A type of dismissal (adjudication result) which allows the refiling of a matter.
disposed juvenile court calendar The court calendar with notations by the circuit court clerk on the status of each court appearance. Note: The disposed court calendar is used by the calendar clerks to confirm court dates and times.
disposition hearing A hearing for the purpose of determining what should be done to the juvenile who has been adjudicated.
disposition hearing date The date of the disposition hearing.
divorce date The date the person was last divorced.
document see legal document, social document.
document type An indication of the type of document that was filed with the court. Currently, the title of the document.
dollars assigned The dollars assessed as part of the condition imposed on the juvenile.
education The highest grade or academic level completed.
effective date The date on which the parameters are effective.
emergency shelter (placement facility) These are short-term (up to 90 days) temporary residential programs where youths can live pending their return home or placement in more permanent settings.
employer the place of work.
employer telephone The telephone at place of work.
employment status An indicator identifying whether the juvenile's parent is employed or not.
end date The date on which the parameters are no longer in effect.
expedited order An order stemming from a court hearing that may be partially handwritten or typed, filed, and distributed by the circuit court clerk to the family and/or pro se parties immediately following the hearing or as soon thereafter as time permits.
extended proof of compliance date The new date for which a specific condition is to be completed.
family supervision The legal status created by court order pursuant to HRS Section 587-2, Section 587-21(b) (2) after the court has authorized that the juvenile who is presently in the legal or permanent custody of a family which is willing and able, with the assistance of a service plan, to provide the juvenile with a safe family home shall remain in the home until further ordered or removed by DHS pursuant to Chapter 587.(code FSUP in table 92).
father's attorney The attorney who will legally represent the father in a chapter 587 case. The person may be privately retained or court appointed.
father's attorney type How the attorney was obtained. e.g., Court appointed, privately retained, pro se.
father's GAL The Guardian ad Litem who is appointed by the court to protect and promote the needs and best interest of the father during the pendency of a 587 case after a finding of the father's incompetence.
FC-J case The compiled documentation of all referral groups (and therefore referrals) containing "HRS 571 prefixed" offenses pertaining to a juvenile coming within the jurisdiction of Family Court.
FC-J case number The case number assigned to the FC-J case.
FC-S case A case in which a child or children are referred to Family Court as result of an alleged abuse or neglect situation.
FC-S case number The number assigned to the FC-S case.
FC-S petition The legal document containing the allegations of an abuse or neglect situation under HRS 587.
filed The action in which a document is officially accepted into the legal record. The action includes the stamping of the date and time of the receipt on the document.
filing date The date that the legal document is filed with the court.
filing party The person who filed the legal document.
foster custody The legal status created by court order when the juvenile is removed from his/her home and placed in an alternative setting pursuant to HRS Section 587-2, Section 587-21(b) (2), after the court has determined that the juvenile's family is not presently able to provide the juvenile with a safe family home even with assistance of service plan.(code FCUS in table 92).
foster home Any licensed home in which "any adult person provides parenting care and maintenance to a juvenile" who is placed in the home by the court.
full name The full name of the person.
further hearing/trial The appearance type where the appearance has been scheduled because matters of significance (eg. introduction of evidence) have commenced but resolution of the appearance type has not concluded.
gang involvement The juvenile's affiliation or membership in an established street gang and the name of that gang.
grade code The school grade level of the juvenile.
grade date current The date to signify the currency of the juvenile's grade information.
gross earnings The amount of money earned in a year before deductions.
habeas corpus (writ of) A petition filed to bring the juvenile before the court to determine if his/her due process rights against illegal imprisonment/detention were violated.
hearing A formal proceeding before a judge in a courtroom where all arguments and evidence for the non-add on appearance types are heard.
hearing A formal proceeding before a judge in a courtroom or hearing room, where issues, allegations, motions, etc. are heard and some judicial determination/resolution is made.
hearing date The month, day, year on which the hearing was conducted.
hearing end time The actual time of day the hearing ended.
hearing log see juvenile hearing log.
hearing result Outcome of the court hearing. e.g., hearing was completed, vacated, continued, rescheduled, no show.
hearing slot A time period to which one court hearing is scheduled.
hearing start time The actual time of day the hearing began.
hearing status The status of the hearing after each appearance which reflects whether each non-add on appearance type was handled or not. If not completed, the reason for non-completion is reflected. eg.completed, rescheduled, no show. Different statuses and their group definitions follow: 1.Hearing statuses where the case was called and all evidence and arguments have not concluded. a.continued in court b.recessed (expected mid-hearing continuance) c.unexpected mid-hearing continuances. The hearing statuses where the hearing is scheduled unexpectedly for another date because matters of significance (eg. introduction of evidence) for the hearing have commenced but resolution of the scheduled appearance types was not concluded within the time period allocated.
hearing type The reason for appearance. e.g., A & P, Admission, Trial, Review, Disposition, Other--service plan hearing, Waiver of Jurisdiction, Motions (motion for discovery, motions to suppress, motion for modification, motion for review, etc.).
hours assigned The hours assessed as part of the condition imposed on the juvenile.
in the home Indication whether sibling resides with the juvenile.
incident The event during which the alleged offenses occurred.
informal adjustment (IA) A non-judicial termination of a referral subject to the juvenile admitting responsibility for the alleged offense, and the juvenile and parents agreeing to conclude the matter administratively and without a hearing.
intake The process by which a juvenile referred to the court is initially screened/evaluated for a determination as to how best to process/service the juvenile with respect to the referral group.
intake interview An interview process in which a juvenile is initially screened/evaluated for a determination whether the referral group can be terminated without formal court action.
intake interview date The scheduled date for the intake interview.
interested parties The individuals who are required to participate in court proceedings because of their roles or legal responsibility to the juvenile who appears before the court.
interested party A person involved with the juvenile or the FC-J or FC-S case, or any other supporting people that should appear in court at the scheduled appearance.
interview date The date of the meeting conducted to discuss and explain the requirements for participation in a program.
involuntary commitment to a psychiatric facility The legal process by which an individual is involuntarily placed in a psychiatric facility.
issue date The date the orders resulting from the court hearing was filed.
JMID number Juvenile Master Index number. A unique number automatically generated by the computer and assigned to a juvenile upon initial entry into the system.
judge id The 6 character code that is used to identify a judge throughout the JUSTIS system.
judge's calendar control parameters The variables that control the court calendar settings for a particular judge identifying when, how long, what hearing type and the number of hearings.
judges/court clerk weekly schedule A weekly schedule of the assignment of judges and court clerks to the court calendar of hearings by hearing type and division. Note: Family Court calendar divisions consist of the domestic, special, and juvenile.
judicial Responsibilities and activities belonging to the office of the judge and performed by the judge.
judicial action The process taken after a petition is filed.
judicial action start date The date that the petition is filed. The start date of the Judicial action process for the referral.
judicial action termination date The date of the filing of the order/decree terminating the offense identified in the petition.
judicial disposition The consequences, responsibilities and/or conditions ordered by a judge, imposed on the juvenile, parents, and government and/or private agencies designated to provide for the care and/or custody of the juvenile; establish or change the legal status of a juvenile with the court.
judicial referral termination date The filing date of the order terminating the referral.
judicial referral termination type A code indicating how the referral was terminated through the Judicial action process.(e.g,.Counseled and released (C&R) and minority commitment to a correctional facility, legal status (LS), dismissed (DSM), waived, change of venue.).
JUSTIS minutes A JUSTIS implementation of the court minutes that is created for each J-MID (juvenile) rather than for each court appearance.
juvenile Any person less than 18 years of age and referred to Family Court or admitted to the DH/shelter facility.
juvenile action due date see CYSB instructions.
juvenile age Age of the juvenile at the time of admission to the Detention/shelter facility.
juvenile court calendar A list of appearances scheduled for a particular judge for a specific date and time. (discontinued synonym is Master Calendar)
Juvenile demographics similar to those found under the demographics of a Juvenile being referred to Family Court.
juvenile hearing log (synonym for appointment book, Calendar Clerk's book) A list of FC-J or FC-S cases scheduled for a judge by specific date and time.
juvenile information report (JIR) The cover sheet of the police report sent by the police department or other law enforcement agency that identifies a juvenile and the corresponding offense(s) referred to the court.
juvenile master index The online subsystem of JUSTIS that provides the capability to store, update and retrieve information regarding the demographics of the juvenile and parents.
juvenile's alias(es) The juvenile's Also Known As; alternate names used by the juvenile in lieu of his/her legal name.
juvenile's demographics (in addition to those identified under "demographics"): age:The chronological age of the juvenile. birthdate source:The party or document which provided the birthdate information. birthplace source:The party or document which provided the birthplace information. citizenship:The country the juvenile is naturalized, native or owes allegiance to and entitled to protection from.e.g.,US, other gang involvement:The juvenile's affiliation or membership in an established street gang and the name of that gang. school information date current:date to signify the currency of the Juvenile's school information school code:A code to record the school the juvenile is attending or attended:Code table:051 last attended school date:The month and year the juvenile last attended school. school grade information date current:The date to signify the currency of the juvenile's grade information grade code:The school grade level of the juvenile.:Code table:084 school status:The juvenile's school attendance and/or status.:Code table:085 sex:The juvenile's gender. i.e. male, female or undetermined.
juvenile's guardian The person(s) who legally has the duty to oversee the management and care during the juvenile's minority.
juvenile's guardian ad litem (GAL) A person appointed by the court to safeguard the best interests of a juvenile in court proceedings in which the juvenile is involved; the role of the GAL is not to defend or pursue the juvenile's wishes but to assist the court in determining the best interests of the juvenile.
juvenile's lives with The person(s) with whom the juvenile currently resides.
juvenile's name The name of the juvenile admitted to the Detention/shelter facility.
juvenile's stepparent (mother/father) The husband/wife of the juvenile's father/mother by a remarriage.
last attended school date The month and year the juvenile last attended school.
law violator Any juvenile adjudged to have committed an act prior to achieving 18 years of age which would constitute a violation of any federal, state, local law or municipal ordinance.
legal basis The legal basis for detaining the juvenile as stated on the back of the JIR form.
legal custody The relationship created by the court's decree which imposes on the custodian the responsibility of physical possession of the minor and the duty to protect, train, and discipline the minor and to provide the minor with food, shelter, education, and ordinary medical care, all subject to residual parental rights and responsibilities and the rights and responsibilities of any legally appointed guardian of the person. (code LC in table 92).
legal discharge date The court ordered date of release of jurisdiction from the Detention/shelter facility of the juvenile.
legal documents Documents that are filed with the court.
legal file Part of the (Juvenile) case record which include all original filed legal documents pertaining to the case.
legal parent The mother and father of a child born in wedlock; the biological (natural) mother of a child; the adoptive parents of a child; the mother and father of a legitimated child pursuant to HRS Section 338-21 Legitimation.
legal status The legal relationship established by the Court following an adjudication of an allegation or pleading, which imposes certain conditions and responsibilities on the juvenile, the parents, and government and/or private agencies designated to provide for the care and/or custody of the juvenile.
legal status agency The public or private agency responsible for effecting the legal status.
legal status end date The file date of the order terminating the legal status.
legal status review date The date the juvenile's legal status is to be reviewed for termination or extension.
legal status start date The file date of the order placing the juvenile on legal status.
liaison probation officer A probation officer of the Intake branch assigned to the detention/shelter facility.
lives with Person(s) with whom the juvenile currently resides.
mailing address The address at which a person is to receive mail.
marital status The status of the legal parents' marriage.
marriage date The date the person was last married.
master calendar The court calendar of hearing slots onto which individual cases can be scheduled. The hearing slots are created from a combination of dates, times and judges.
medical consent An indicator identifying whether a Medical Consent for Emergency treatment has been obtained for the juvenile. The form indicates whether the child can be taken for medical treatment or not. Values for this field would be yes or no.
minority commitment A referral termination identifying that a juvenile is ordered committed to the jurisdiction of a Correctional Facility until age 18.

minutes form (synonym for calendar minutes, which is a discontinued term) The form on which the circuit court clerk writes/types the court minutes.
minutes prior The term refers to instructions which are included in an appointment letter or notice to the juvenile and parents to appear for a court hearing.
mother's attorney The court appointed or private attorney who represents the mother in 587 cases.
mother's attorney type Indicates whether the attorney was appointed or privately retained or whether the mother was pro se.
mother's GAL The Guardian ad Litem appointed by the court to protect and promote the needs and best interest of the mother during the pendency of a 587 case after a finding of the mother's incompetency.
motions An application made to Court or Judge to obtain an order.
moved on Further action taken by court or by one of the parties to place the FC-J or FC-S case back on the calendar.
natural parent The birth mother and birth father of a child.
no show The hearing status where the juvenile or legally responsible person(s) fail to appear for the scheduled appearance.
non-compliance A condition status to indicate that the juvenile has not fulfilled any of the conditions or requirements imposed by the court or probation officer.
non-judicial Responsibilities or activities belonging to the Judiciary but performed by persons other than a judge.
non-judicial action The process when no petition is filed.
non-judicial action start date The referral date when the non-judicial action begins.
non-judicial dispositions The actions taken by the probation officer to set conditions in a conditional IA agreement and/or terminate a referral.
non-judicial referral termination date The day, month and year the probation officer indicates that the referral is terminated.
non-judicial referral termination reason The reason the referral was terminated through the non-judicial action process.
non-judicial referral termination type A code indicating how the referral was terminated through the non-judicial action process. e.g., IA, OD, return to referral source, conditional IA.
notepad status An indicator identifying whether the notepad entry is a temporary or permanent entry.
number of detentions Indicates the number of times the juvenile has been admitted to the facility.
number of DH incidents reports the number of incident reports that were written about the minor during all of his/her stays at the facility.
occupation The type of work the person does.
off The hearing status where the court appearance does not take place and is not rescheduled.

'OTR' (out to return) a limited form of release, normally less than 24 hours, which is for a specific purpose (such as medical, foster home visit, funerals). Allows the juvenile a brief stay away from the facility but it anticipates the detainee's return thereto. Depending upon the circumstances, temporary release might occur with or without the detainee being chaperoned while authorized either by judge, probation officer, liaison probation officer or Administrator of Detention/shelter Services.
P.O. case assignment The addition of a juvenile case to a probation officer's workload.
parent's live-in partner The companion of a juvenile's parent who resides in the home and maintains a husband/wife type relationship with that parent.
partial compliance A condition status value to indicate that the juvenile has fulfilled some, but not all, conditions or requirements imposed by the court or probation officer.:(code P in table 068).
permanent custody The legal status created by order of the court after the court has considered the criteria set forth in section 587-73(a) or (e) and determined by clear and convincing evidence that it is in the best interests of the child to order an appropriate permanent plan concerning the child. (code PCUS in table 92).
person in need of supervision (PINS) Any juvenile coming within the jurisdiction of the court because of a status offense or dependency/neglect situation(s).
person relationship The relationship of a person to another person. 'e.g. father, mother, sibling.
person relationship code A code identifying the relationship of a person to another person.
petition A legal document filed in Family Court alleging an offense (law violation, status offense) committed by a juvenile excluding waiver petitions and 587 petitions. (see waiver petition and FC-S petition).
petition date The month, day, and year the petition is filed with the court.
petition group One or more petition(s) filed against the Juvenile that will be processed together.
petition number The 8 digit number that appears on the petition. This number corresponds to the police report number on which the alleged violation in the petition is based. Petition numbers apply only to petitions received from law enforcement agencies. (DOE petitions, PS violation petitions, and Probation Violation petitions do not have numbers).
physical release date The date the juvenile is physically released from the Detention/shelter Facility.

police report A report generated by the police regarding a particular incident or offense.
police report number The unique number assigned by the police to the police report regarding a particular incident or offense.
presiding judge This is the judge that actually conducts the hearing scheduled on the court calendar. The judge that presided over the appearance type.

printer ID The identification of a printer.
probation The legal status created by court order following adjudication in a case involving a violation of law whereby a minor is permitted to remain in the minor's home or in a community residential or non-residential program subject to supervision by the court or an agency designated by the court and subject to return to the court for violation of probation at any time during the period of probation. (code PROB in table 92).
probation officer The position designation for Family Court employees assigned to intake and field responsibilities and to whom subsequent referral groups for a specific juvenile on their workload will be assigned for processing.
probation officer ID 6 alpha characters assigned to the probation officer.
probation officer name The name of the probation officer.
probation officer section The unit within the Family Court's branches to which the probation officer is assigned.
profile A report/display summarizing a juvenile's history with the Family Court. The report/display includes demographic information, detention information, placement information, referral and petition information and court hearing information.
proof of compliance date The month, day and year the condition is to be completed.
prosecuting attorney The government's attorney who is assigned to prosecute the pending petition group against the juvenile.
prosecuting attorney ID The identification number assigned to the prosecutor responsible to pursue action against the juvenile.
protective supervision The legal status created by court order in proceedings not involving violations of law but where the legal custody of the minor is subject to change, whereby the minor is permitted to remain in the minor's home or in a community residential or non-residential program under the supervision of the court or an agency designated by the court and subject to return to the court during the period of protective supervision. (code PS in table 92).
race The racial extraction. (see separate entry for race).
race The race or ethnic origin of the juvenile.
reason for admission The official rationale for the juvenile's admission to the facility. Note:These values will include the police offenses listed on the JIR, Court order, and by Probation Officer.
recessed (expected mid-hearing continuance) The hearing status where the hearing was planned to take more than one specified calendar slot.
referral A document or request submitted to the Family Court which necessitates an action, disposition or response to the matter.
referral assignment The addition of a referral to a probation officer's workload.
referral assignment end date The month, day, year the referral is taken off the probation officers's workload.
referral date The month, day, year of receipt of a document that initiates a referral in the respective jurisdiction.
referral group All the referrals received by the court between the period the first referral is received and the scheduled Arraignment and Plea date or the non-judicial referral termination date for that first referral. Example: If a referral(s) is received on April 4, 1990 and scheduled for Arraignment and Plea for April 18, 1990, any additional referral(s) received between the two dates will be considered to belong to that referral group. Any referral(s) received after the A&P date date will constitute the next referral group.
referral number The number indicated on the docket sheet used to identify each referral.
referral reason The basis for the referral.
referral source The law enforcement, public/private agency, or individual initiating the referral. e.g., Police, DHS, DOE, Family Court, Military police.
referral source number The identifier (usually a unique number) assigned by the law enforcement agency or department (referral source) to each referral submitted to the court for disposition or action.
referral type The statistical system codes that categorize juvenile referrals.
refiled petition Refers to a petition or petitions which have an adjudication result which permits the petition or petitions to be filed again; i.e., dismissed without prejudice or petition withdrawn.
rehearing An appearance type where the appearance is held at the detention home to address the issue of continued detention/shelter.
related case A juvenile accomplice that is not a companion.
released from court jurisdiction A judicial referral termination type used when a juvenile is discharged from the court's jurisdiction after being on a court ordered legal status, e.g. probation, protective supervision, etc.
released with sanctions A judicial referral termination type used when a juvenile adjudicated for a traffic offense, is ordered to fulfill court ordered conditions as a prerequisite to being discharged from the court's jurisdiction.
released without sanctions A judicial referral termination type used when a juvenile adjudicated for a traffic offense, is ordered discharged, without conditions, from the court's jurisdiction.
religion The religious affiliation or faith.
request for detention/shelter notice A request form issued by the court officer to notify the police to detain a juvenile if he/she was arrested for any offense.
request for service A referral in which juveniles, family, hospitals or other courts seek and receive services from the court. Note:There are six types of Request for Services: 1. A juvenile or family (self referral) who voluntarily seek services from the court; 2.Other courts which ask that courtesy supervision services be provided; 3.Other courts which ask that home investigations be provided; 4.Other courts which ask that information be provided regarding a juvenile or family known to the court; 5.Psychiatric facilities for a court officer to witness the signature of a juvenile (aged 15-17) who voluntarily admits him/her self to the psychiatric facility; 6.A juvenile/family who petitions the court for "consent to marry".  case folder is opened in the name of the identified juvenile for types 1, 2 and 5.
reschedule Events that are postponed prior to convening.
rescheduled The scheduling of an appearance for another date at the request of either party or by the direction of the court before the date of scheduled appearance.
rescheduled but insufficient notice The hearing status where an appearance is rescheduled but the notice is insufficient to allow the court to reuse the calendar slot.
rescheduled with sufficient notice The hearing status where an appearance is rescheduled with sufficient notice to allow court to reuse the calendar slot.
residential (placement facility) These are live-in treatment facilities in which youths are placed for extended periods to receive services to improve their personal and/or social adjustment.
restitution A condition which requires a juvenile offender to compensate the victim as a result of an adjudicated offense or a conditional informal adjustment.
restitution amount The sum or dollar amount of restitution ordered.
restitution unit The number of units, if not a monetary amount, to satisfy the condition that the juvenile compensate the victim for losses suffered as a result of the juvenile's actions. e.g., 20 hours of yard work for the victim.
return admission The admission of the juvenile upon return from a "supervised release" situation.
returned to referral source A non-judicial referral termination type which is used when a referral is returned by the court to the agency from which it is received because it is not documented properly, or at the instruction of the judge; or at the request of the referral source.
review hearing A hearing held at periodic intervals set by statute (Chapter 587 cases) or as directed by the court (law violator or PINS cases) to review the child's circumstances, progress, compliance to court orders, etc.
right to remove and place A court order authorizing the probation officer to remove the juvenile from the home and place him/her in a suitable foster home or treatment facility.
right to remove and place execution date The date the probation officer exercises the right to remove and place.

scheduled Assignment of an event to a calendar slot.
scheduled judge The judge that was scheduled to preside over the court calendar.

school status The juvenile's school attendance and/or status.
self referral A referral initiated by a juvenile or family who request court services on a voluntary basis. A referral reason.
serious juvenile offender (SJO) A police/prosecutor classification indicating that the juvenile meets the criteria to be considered a "Serious Juvenile Offender". This is identified on the JIR submitted by the Police.
serious juvenile offender date of notation The date of the receipt of the first JIR stamped with the serious juvenile offender notation (SJO). The notation is a reflection that the juvenile has met the police/prosecutor's definition of a serious juvenile offender; is subject to detention upon arrest and expedited prosecution.
seriousness of incident Indicator reflecting whether the juvenile is the subject of any incidents report written involving serious behavior: was assaultive to another person, made suicidal gestures or actually made a suicidal attempt, was involved in homosexual behavior, attempted or planned an escape(s).
service plan An appearance type where the service plan (as defined by statute) is discussed to obtain agreement so that a subsequent order can be filed.
services complete Term to denote that the services rendered have been terminated. A non-judicial referral termination reason.
sex The juvenile's gender. i.e. male, female or undetermined.
Sex The sex of the sibling.
sibling name the name of the sibling.
siblings Brother or sister of the juvenile.
sibling's date of birth The date of birth of the sibling.
sibling's FC-J case number Indication whether sibling is known to the court.

snapshot A JUSTIS screen displaying a juvenile's demographic information, current legal status, assignment status and a summarized history of referrals received by Family Court.
social document Any paper that is kept in the social file of the juvenile.
social file That part of the juvenile case record containing all social data, correspondences, and other non-legal documents.
social security # The social security number.
special set An appearance that is: 1. set on a day that has not been designated for the corresponding type of appearance or 2. set over the desired number of settings on a calendar for that type of appearance or 3. set before a specific judge at his/her direction.
stack Procedure by which multiple J-MIDs (FC-J or FC-S cases) can be scheduled for court hearings on the same date and time.
stack number The number of J-MIDs that can be scheduled for court hearings on the same date and time.
stack start time There really is no such thing as a 'stack start time' and 'stack stop time'. What is on the screen is the start time and stop time for the hearing parameter and the stack time actually works in conjunction with theother 'parameters' to set up the hearing slots.
status offender A juvenile who commits a status offense.
status offense The violation or alleged violation of a law in a special category of non-criminal laws that apply solely to and can only be violated by a juvenile. e.g., runaway, truant, curfew violator.
stepparent The spouse of juvenile's mother or father by a subsequent marriage.
street address The address of the location that the person resides.
summons A legal document served on persons to mandate their appearance before the court on a specific date and time regarding matters pending.
supervised release A form of release which allows the juvenile to stay away from the facility for an extended period of time (normally for more than 24 hours) yet still remain under the jurisdiction of the facility. The return of the juvenile to the facility is left open. The juvenile's continuance on this status is reviewed weekly by a judge at a detention hearing. Such a release is only authorized by a judge.
supervision level Refers to the required contacts that must be maintained by the Probation Officer with the juvenile on Probation or Protective supervision status.
supplemental pleadings All subordinate actions including motions to suppress, discovery motions, motions for blood test, etc.
supplemental proceeding Term refers to any pleading requiring court action with hearing that occurs after the Judicial action has been terminated. For example motions for review, motions for modification, etc.

temporary foster custody (TFC) A temporary legal status created under HRS Section 587 whereby the Department of Human Services may assume the duties and rights of a foster custodian over a juvenile prior to disposition.
temporary restraining order (TRO) A court ordered condition that prohibits one or both parties from engaging in specific acts or conduct.
unduplicated juveniles This term is used on the detention/shelter home report to reflect a unique children count in the reporting period.
voluntary admission The process through which an individual voluntarily enters into a psychiatric facility. A referral reason.
waiver of jurisdiction The judicial process through which the Family Court may waive its jurisdiction over a juvenile or adult, where the person during the person's minority, but on or after the person's 16th birthday, is alleged to have committed an act which would constitute a felony if committed by an adult.
waiver of jurisdiction effective date The month, day and year the order granting waiver of jurisdiction is filed, unless otherwise ordered.
waiver of jurisdiction filing date The filing date of the motion/petition for waiver of jurisdiction.
waiver of jurisdiction offenses The offense(s) identified on the motion/petition for waiver of jurisdiction.
waiver of jurisdiction result The result of the petition for waiver of jurisdiction. e.g., granted, denied, dismissed without prejudice, withdrawn or change of venue.
waiver petition The petition identifying the request for a waiver of jurisdiction.
warrant A document issued by a judge authorizing a police officer to arrest an individual usually for failing to respond to a subpoena, summons, or for contempt of court.
warrant code A unique identifier to designate the type of warrant which has been issued by the court for the arrest/apprehension of an individual for violating a court order.
warrant disposition date The date the warrant was no longer outstanding.
warrant issued date The date the judge signs the warrant.
warrant status The status of the warrant. (For example recalled, served, outstanding).
zip The residence zip code.
