DEPARTMENT OF BUDGET AND FINANCE 2-DAY WORK FURLOUGH PER MONTH PLAN FOR FISCAL YEARS 2010 AND 2011

The Department of Budget and Finance is comprised of the following offices, divisions, and administratively attached agencies located on Oahu and on the neighbor islands for some of the attached agencies:

Plan:
Implement a 2-day furlough per month for most departmental employees, for the next two fiscal years, beginning October 23, 2009 and ending June 30, 2011 to address the immediate fiscal emergency faced by the State of Hawaii. Exempt/Excluded employees will observe fifteen (15) furlough days between November 1, 2009 and June 30, 2010. Cabinet Employees will observe pay reductions and no additional furlough days from November 1, 2009 until June 30, 2010.
Objectives:
Each employee will serve two (2)–days of furlough (non-paid, non-duty leave) per month for the next two fiscal years, beginning October 23, 2009 ending June 30, 2011. For employees who are employed less than full‑time status, the number of days they shall be furloughed will be prorated based on the employee’s full-time equivalent (FTE). For Exempt/Excluded and Cabinet Employees (refer to the above).
To continue to provide full services, and support to other departments and the general public in a consistent and reliable manner on all non‑furlough work days and by ensuring a minimum four (4)-day work week for all divisions and attached agencies of the Department whenever possible.
To save energy and office operating costs for the State and taxpaying public.
To establish a set furlough schedule that maximizes operational planning and coordination efforts and provides employees with advance notice to meet individual needs.
The Department of Budget and Finance will implement a set schedule for work furlough days. The Department will be closed on the designated Fridays with the exception of two (2) Thursdays during the month of December as noted in Exhibit 1. The schedule for FY 2011 shall be determined after the Department of Education releases their calendar for the fiscal year.
Administrators shall have the flexibility to make adjustments to the schedule when circumstances or the need arises which would preclude employee(s) from taking the designated work furlough day (e. g., legislative session, court requirements, etc.). There will be no credited back-pay for furlough time off not taken.
Work Days and Core Office Hours: Monday through Friday, 7:45 a.m. to 4:30 p.m., with the exception of State Holidays and designated work furlough days. Please refer to the FY10 Furlough Calendar attachment.
