Commissioners

The Commission is a five member body created by the 1973 legislature under Act 185.  Commissioners are appointed by the Governor from a list of ten nominees submitted by the Judicial Council.  The appointments are not subject to senatorial confirmation.  Commissioners serve on a voluntary basis for a four-year term and may be reappointed for a second four-year term.

Chair

Paul T. Kuramoto

Paul Kuramoto, a certified public accountant, is a partner of Tokumoto & Company, CPAs LLC.  Kuramoto was formerly a manager of Tokumoto, Yamamoto & Ichishita, CPAs, Inc., and previously ran his own company, Paul T. Kuramoto, CPA.  Kuramoto has served as carrier relations manager for Verizon Hawai`i; access review manager for the National Exchange Carrier Association in St. Louis, Missouri; instructor in accounting at Hawai`i Pacific University, and senior management consultant with Ernst & Young.  Kuramoto is an officer and director of the Korean Golf Club, and a former officer and director of Child & Family Service.

Kuramoto holds a masters degree in Business Administration from the University of Southern California and an undergraduate degree in Economics from Claremont McKenna College.  He holds professional certifications as a Certified Public Accountant and a Certified Management Accountant.

His four-year term expires on June 30, 2011.

Vice Chair

Steven E. Olbrich

Steven Olbrich is a managing partner for Olbrich Farms, a family partnership.  He is manager of various farm properties and is a consultant in animal nutrition.  Olbrich is the former owner and operator of Huanui Dairy in Wai`anae, and previously served as a tenured professor of animal science and a dairy extension specialist at the University of Hawai`i at Manoa.  Olbrich was an elected member of the Wai`anae Coast Neighborhood Board No. 24 from 1991 to 2000.

Olbrich holds a doctorate degree in Nutrition from the University of Missouri, Columbia, a masters degree in Animal Science from the University of Hawai`i, Manoa and an undergraduate degree in Microbiology from the University of Wisconsin, Madison.

His current term expires on November 2, 2011.

Gino L. Gabrio

Gino Gabrio, a real estate and banking attorney, is a partner with the law firm of Cades Schutte LLP, which he has been with since 1982.  He is a certified instructor for the Hawai`i Real Estate Commission and serves on the board of Catholic Charities.

Gabrio holds a law degree from the University of Washington Law School and an undergraduate degree in Business Administration from the University of Washington.

His four-year term expires on June 30, 2011.

Dean H. Robb

Dean Robb is a partner in the Carlsmith Ball law firm and member of the Executive Committee.  He concentrates in the area of business/corporate law, with secondary emphasis on maritime and transportation issues.  Mr. Robb also has represented several start-up businesses, including technology companies.  His clients include governments, private corporations and banks in Asia and the Pacific Basin, as well as shipping companies, fishing companies, and maritime insurance companies.

His four-year term expires on June 30, 2012.

Michael E. Weaver

Michael Weaver, an educator in Hawaii for over 25 years, is currently the High School Principal of Damien Memorial School.  A graduate of Damien (‘70), Mr. Weaver has served as a member of the Roman Catholic Diocese of Honolulu School Board and the St. Anthony Kailua School Board (chairman).

Mr. Weaver holds a B.A. (cum laude) in History from Gonzaga University and an M.Ed. in Curriculum & Instruction from the University of Hawaii.

His four-year term expires on June 30, 2013.

Commission Staff

The Commission staff consists of an executive director, associate director, general counsel, administrative assistant and elections assistant.
