List of Independent Expenditure Committees (Updated March 20, 2012)
Section 11-358, Hawaii Revised Statutes, provides that, “No person shall make contributions to a noncandidate committee in an aggregate amount greater than $1,000 in an election. This section shall not apply to ballot issue committees.”
In addition to ballot issue committees, this contribution limit does not apply to noncandidate committees that solely make independent expenditures. Independent expenditures are those expenditures (e.g., political advertisements) made without any coordination with any candidate or candidate committees or contributions made directly to a candidate or candidate committee. There are no contribution limits for independent expenditures committees.
