Campaign Spending Commission Meeting

Call to Order:
Meeting convened at 10:09 a.m. with Commissioner Chock presiding.
Training:
Mr. Watada reviewed for commissioners the campaign spending law and regulations and the reporting requirements of candidate and noncandidate committees.
Consideration of Minutes:
Mr. Gabrio moved to approve the minutes of November 10, 2003 as circulated, Mr. Kuramoto seconded. Motion carried.
Communication to Commission:
Russi Request for Records
Mr. Watada reviewed for commissioners the matter. Before the complaint against Governor Lingle and Mr. Jung was filed Mr. Russi had been in contact with this office asking questions regarding his situation. He was informed that the matter was not within our jurisdiction, but he filed a complaint anyway. He later amended the complaint to include a complaint against the executive director. March, 2003 he requested that his complaint be withdrawn, which it was at the April 2,003 meeting. On July 3, 2003, received a letter from the Office of the Ombudsman wanting to know what action had been taken on the Russi/Paul complaint against the executive director. At its July, 2003 meeting the commission convened an executive session to discuss the matter and commissioners concurred that no action would be taken on the matter.
Mr. Russi's present request is for a copy of a letter sent to him from our office informing him of the commission's determination on his complaint against the executive director and a copy of the July executive session minutes.
Commissioners saw no problem with providing Mr. Russi a copy of the executive session minutes and responding that the commission does not have a letter addressed to Mr. Russi regarding the matter. It was further agreed that on this matter Mr. Baldomero would respond on behalf of the commission.
