Campaign Spending Commission Meeting

Members Present:
A. Duane Black, Della Au and Clifford Muraoka

Staff Present:
Robert Watada, Jon Itomura and Ellen Kojima
Pam Toguchi, Deputy Attorney General

Call to Order:
Meeting convened at 3:09 p.m. with Chairman Black presiding.

Old Business:
Draft AO 99-07 Local Political Parties

At the December meeting matter was deferred in order that more information could be obtained on the structure of the Republican Party to support Mr. Clifton’s claim that the party committees are independent of the Republican Party.

As requested Mr. Clifton submitted two letters, the first deals with the structure of the Republican Party and the second suggests alternative language. Mr. Clifton again stated that there is no statutory authority to support the last statement of the advisory opinion.

Mr. Muraoka moved to adopt draft AO 99-07 as amended (section referred to as 11-204(g) be amended to 11-204(f), Ms Au seconded. Motion carried.

Communications to Commission:
Legislation

Bills regarding, prohibiting contractor contribution; requiring electronic filing of senate and house candidates; making a violation of the campaign spending law a felony; contribution limits for the 2002 elections; and housekeeping measures have been introduced this legislative session. Also introduced are bills for a clean elections pilot program.

Next Meeting:
Scheduled for Tuesday, February 22, 2000 at 3:00 p.m.
Also rescheduled March 14 meeting to March 7 and July 11 to July 5.

Chairman Black called to convene executive session to discuss personnel matters and to consult with deputy attorney general regarding procedural issues.

Public session reconvened at 4:53 p.m.
No further business to discuss Chairman Black adjourned meeting.
Meeting adjourned at 4:55 p.m.
