Call to Order:
Meeting convened at 3:05 p.m. with Chairman Black presiding.
Consideration of Minutes:
Ms. Belatti moved to accept the minutes of December 21, 2001, Ms. Chock seconded. Motion carried.
Ms. Belatti moved to accept the minutes of February 13, 2002, Ms. Chock seconded. Motion carried.
New Business:
Advisory Opinion #02-01
Contribution Limits as Impacted by Reapportionment, Special Election or Other Factors
To maintain staggered terms reapportionment has determined that for the 2002 election some senate seats will for a two-year term. Draft advisory opinion clarifies that all senate candidates whether they are seeking a two or four-year term the contribution limit will be $4,000 for the election period, which will be from November 2000 to November 2002. Draft advisory also clarifies that if a special election for mayor is held the contribution limit will be $4,000 for the election period, which will be from November 2000 to November 2002. The $4,000 contribution limit also applies for the city council election, although some candidates will be seeking a two-year term.
Ms. Chock moved to adopt draft advisory opinion #02-01, Ms. Belatti seconded. Motion carried.
Communications to Commission
Legislation Update
Senate bills 2431 and 3086 and House bills 2672 and 2844 have made the crossover. SB 2431 and HB 2844 are similar, in that both bills address contributions by corporations.
Chairman Black inquired as to the status of the motion made at the last meeting regarding the complaint against Harris. Mr. Itomura responded that an amended complaint will mailed and faxed on Friday, respondents will have a month to respond and that the matter will be on the agenda for the next meeting.
