Call to Order:
Meeting convened at 3:02 p.m. with Chairman Black presiding.

Consideration of Minutes:
Ms Low moved to adopt the minutes of December 14, 1999, Ms Au seconded. Motion carried.

Ms Au moved to adopt the minutes of December 22, 1999, Ms Lee seconded. Motion carried.

Ms Au moved to adopt the minutes of January 11, 2000, Ms Lee seconded. Motion carried.

New Business:
Draft AO 00-05 Contribution Limits When Changing Office
This draft advisory opinion addresses the applicable contribution limit by any person to the candidate when the candidates seeks an office different from the office the candidate ran last ran. The question arises because a candidate ran for an office in 1998 and prior to completing the term of that office decides to run for another office. The law reads that the contribution limit is for the election period for the office that the candidate is seeking. So contributions received from a person during the full election period are counted toward the contribution limit for the office the candidate now seeks. This advisory opinion is consistent with AO 97-04.

Ms Low moved to adopt AO 00-05 as drafted, Ms Au seconded. Motion carried.

To date of the 22 bills introduced, hearings for 8 have been held.

Chairman Black called to recess public session and to reconvene executive session that was continued on February 29, 2000.
