Meeting convened at 3:00 p.m. with Chairman Black presiding.

New Business:
Conciliation Agreement #01-05 A J Construction & Aresenio A. Agustin
A J Construction discounted construction work done at the Harris campaign headquarters in the amount of $4,000, which is a non-monetary contribution to the Harris campaign. The company later made two contributions of $500, for an excess of $1,000 for the election period. Mr. Agustin said he was never informed that the non-monetary contribution would be counted toward the contribution limit. He agreed to the conciliation agreement and a fine of $500. Staff recommends that the Commission accept the agreement.
Ms. Belatti moved to accept the conciliation agreement with A J Construction, Ms. Chock seconded. Motion carried.
Conciliation Agreement #02-05 Eric S. Yamagata, Attorney at Law
Mr. Yamagata made a personal contribution of $5,000 to the Harris campaign, for an excess of $1,000 for the mayoral election period. He testified that the excess was an oversight on his part and has agreed to the conciliation agreement and a fine of $500. Staff recommends that the Commission accept the agreement.
Ms. Belatti moved to accept the conciliation agreement with Eric S. Yamagata, Ms. Chock seconded. Motion carried.
Communication to Commission
Legislative Update
SB 2431 has passed out of conference committee. Significant reforms this year are a ban on corporate, bank and union contributions from internal treasuries and a ban on contracts by the state, counties and public agencies giving contracts to companies and individuals who have made contributions in a two-year period before, during the duration of the contract and two-years after the contract.
