Campaign Spending Commission Meeting

Call to Order:
Meeting convened at 3:30 p.m. with Chairman Black presiding.
Consideration of Minutes:
Deferred until next meeting.
New Business:
Draft Advisory Opinion #01-02 Electronic Filing
Draft advisory opinion outlines the procedure for a candidate and the candidate’s treasurer to obtain a password to be used to be able to file campaign spending reports electronically. A candidate will still need to file an organizational report with an original signature.
Ms Chock moved to approve draft advisory opinion 01-02; Mr. Muraoka seconded. Motion carried.
Draft Advisory Opinion 01-03 Use of Campaign Funds for Candidate Trust
Draft advisory opinion advises that surplus campaign funds cannot be used to create a family charitable trust or be transferred to any charitable trust where the candidate or any family member may benefit or have any control over the assets of the trust.
Mr. Muraoka moved to adopt draft advisory opinion 01-03; Ms Chock seconded. Motion carried.
Draft Advisory Opinion 01-04 Use of Campaign Funds to Donate to Strikers
During the recent teachers strike several candidates asked if campaign funds could be used to help strikers. This draft advisory opinion advises that it is not allowable for them to use campaign funds to help strikers.
Mr. Choy moved to approve draft advisory opinion 01-04; Mr. Muraoka seconded. Motion carried.

The 2001 legislative session provided no changes to the campaign spending law.

Scheduled for Tuesday, June 12, 2001 at 3:30 p.m.
