Call to Order:
Meeting convened at 3:00 p.m. with Chairman Black presiding. Chairman Black on behalf of himself, Commissioner Chock and staff introduced and welcomed new members Steven Olbrich, Gino Gabrio and Paul Kuramoto.
Consideration of Minutes:
Chairman Black approved the minutes of October 9, 2003 as circulated.
New Business:
Conciliation Agreement #03-32 Royal Contracting Company
Mark Kawata, representing Royal Contracting was in attendance. The investigation of Royal Contracting Company found that during the 1996-2001 period they made several false name contributions. Contributions were made through family members and employees to the Anderson, Harris and Hannemann campaigns. Royal Contracting has agreed to an administrative fine of $20,000.
For the benefit of new members it was explained how fines are assessed. It is usually $1,000 for each false name contribution and $500 for excess contributions. Fines are negotiable and some transactions could result in a fine of $1,500 or if there are considerable investigative costs it could be as much as $3,000 for each occurrence.
Ms. Chock moved to accept the conciliation agreement with Royal Contracting, Mr. Gabrio seconded. Motion carried.
Communication to Commission
- Agreed to meet on December 10 and 22, 2003 to review the law, regulations, filing procedures and administrative issues, roles and responsibilities.
- Meetings for 2004 will be held on the 2nd Wednesday of each month at 10:00 am in a conference room in the building.
- Electronic filing - Current electronic filing system developed in 1995. Now working with ICSD to develop a web base filing system.
Chairman Black calls for an executive session to discussion Mr. Russi's letter of 10/12/03.
Public session reconvened - No further business to be discussed Chairman Black adjourned meeting. Meeting adjourned at 3:40 p.m.
