Campaign Spending Commission Meeting

Call to Order:
Meeting convened at 3:32 p.m. with Chairman Black presiding.
Consideration of Minutes:
Ms Belatti moved to approve the minutes of August 21, 2001; Mr. Muraoka seconded. Motion carried.
New Business:
Draft AO 01-08 Disposition of Durable Assets Upon Termination of Candidacy
Draft advisory opinion clarifies donation limits of campaign funds if a candidate seeks to terminate candidacy with the Commission. The law limits donation of campaign funds to the contribution limit for a given office during the election period, but for residual funds there is no limit. A terminating candidate could sell any durable asset acquired by the campaign committee, and donate the entire proceeds to a charity.
Mr. Muraoka moved to adopt draft advisory opinion 01-08, Ms Chock seconded. Motion carried.
Communications to Commission:
HERTS II Update
Mr. Baldomero presented a brief overview of the updated version of HERTS II, the software program for candidate filing. Currently there are a little less than 100 candidates using the program and will be trying to get more incumbent House members to use the program. Also working on getting a program for noncandidate committees for them to be able to file electronically.
Chairman Black called for executive session to confer with counsel.
Public session reconvened at 4:00 p.m.
Next Meeting:
Discussion on changing date and time of remaining meetings. Commissioners agreed to change date to Wednesday and the time from 3:30 to 3:45 p.m.

No further business to discuss Chairman Black adjourned meeting.
