Campaign Spending Commission Meeting

Members Present:

Call to Order:
Meeting convened at 3:20 p.m. with Chairman Black presiding.
Mr. Watada requested that the Commission defer the minutes until the next meeting and that consideration of draft Advisory Opinion #00-10 be added to the agenda as New Business.
Mr. Muraoka moved to defer the minutes until the next meeting and added the consideration of draft Advisory Opinion #00-10 to the agenda as New Business, Ms Low seconded. Motion carried.
New Business:
Draft AO #00-09 Authorized Use of Public Funds
Draft advisory opinion clarifies what public funds can be used for. Section 2-14.1-20, Hawaii Administrative Rules allows for public funds to be used for filing fees, media time or space purchases, printing, and postage. Such costs as the purchase of t-shirts and caps are not allowed, because of concern that such purchases of clothing may be used for non-campaign purposes.
Mr. Muraoka moved to adopt draft Advisory Opinion #00-09, Ms Low seconded. Motion carried.
Draft AO #00-10 Contribution Limits for the Special Election
Draft advisory opinion to address the question of contribution limits for the special election to fill vacancies for the city council. Advisory Opinion 99-04 and administrative rules suggest that the limit would be $2,000 for the remaining two-years, but amendments to section 11-204, HRS changes the limit to $4,000 for the four-year period beginning November 1996 to November 2000.
Ms Low moved to adopt draft Advisory Opinion #00-10, Mr. Muraoka seconded. Motion carried.
Communication to Commission:
Draft of proposed administrative rules given to Commissioner for their review. It was suggested that the Commission should meet to go over the proposed rules in detail before a public hearing is scheduled.
