CEROS Awards more than $5.9 Million to Ocean Technology Development Companies

(Kailua-Kona, HI) The National Defense Center of Excellence for Research in Ocean Sciences (CEROS), a project affiliated with the Natural Energy Laboratory of Hawaii Authority (NELHA), announced the selection of projects for its 2004 Core technology development program. Fourteen companies will receive over $5.9 million in FY04 funding.
With funding through the Defense Advanced Research Projects Agency (DARPA), the CEROS program solicits and supports innovative technology development for national maritime applications and sustained technology-based economic development in Hawaii. Since 1993, annual CEROS Programs have funded 155 projects at over $59.7 million. The CEROS program provides the state with an interface to Department of Defense programs with requirements for advanced maritime technology.
On October 1, 2003, CEROS initiated its 2004 program with a Broad Agency Announcement (BAA) issued in the Federal Business Opportunities. The 2004 Core projects were selected competitively from 82 project submissions that were received by mid-November. After review for technical merit, 21 projects were invited to submit full technical and cost proposals to CEROS in January.
The full proposals were reviewed for technical quality, anticipated benefits, and costs as specified in the BAA. Based upon evaluations and recommendations by technical experts and advisors to CEROS, the NELHA Board of Directors approved CEROS' request to negotiate contracts and fund fifteen of the projects for $5.2 million. Negotiations and funding were also approved for another four projects which demonstrate products or capabilities developed with CEROS support under prior-years' contracts. Those projects will receive about $710,000.
CEROS Technical Director William Friedl believes, "the projects in the 2004 Core demonstrate a range of technical development from fundamental concept demonstration to test and evaluation for operational commands. The technical sophistication of the projects is remarkable. I sincerely regret that CEROS cannot fund more of the excellent work considered this year."
