What is the basic programming service tier and who regulates its rates?

The basic service tier normally consists of local broadcast signals, access channels required by the cable company's franchise, and other programming selected by the cable company.

Federal law allows the state, upon receiving certification by the Federal Communications Commission (FCC), to regulate rates for the basic programming service tier and the equipment necessary to receive this tier of services.
