What are the other cable services and are such services regulated?

The cable programming services tier or upper or expanded tier that includes non-premium programming services, which normally consist of non-pay, satellite channels and other programming selected by the cable company, was regulated by the FCC. Pursuant to recent federal law, that tier of programming was deregulated effective as of March 31, 1999. Consequently, complaints on rate increases to that tier of programming are no longer being accepted by the State and FCC. In addition, by federal law, rates for premium programming services such as HBO, Showtime, NGN, the Movie Channel, Pay-per-views, and cable Internet access are not regulated.
