To qualify for a Nonresident Individual producer license, the applicant:
- 1. Must be at least eighteen years of age;
- Any person who is engaged in the business of insurance or who is about to engage in the business of insurance in this State and who has been convicted of any felony shall request the commissioner's written consent to engage in the business of insurance as required in §431:2-201.3;
- The applicant is currently licensed as a resident and is in good standing in the applicant's home state;
- The applicant has submitted the proper request for licensure and has paid the fees required by §431:7-101;
- The applicant has submitted or transmitted to the commissioner the application for licensure that the applicant submitted to the applicant's home state, or in lieu of the same, a completed uniform application; and
- The applicant's home state awards a non-resident producer license to a resident of this State on the same basis.
A complete application for a Nonresident Individual producer license includes:
- FORM HPL
- one original;
- Original Letter of Certification from state of domicile OR the applicant's state of domicile is a participant of the producer database records (PDB), maintained by the NAIC:
- Submit Letter of Certification, dated within 90 days of the Department's receipt of the application, which shows the applicant is currently licensed as a resident and is in good standing in the applicant's state of domicile; OR
- If the applicant's state of domicile is a participant of the producer database records (PDB), maintained by the NAIC, which indicates that the applicant is currently licensed as a resident and is in good standing, then a Letter of Certification is not required.
- Exam Requirement:
If the applicant's state of domicile is not a participating state in the NAIC Uniform Producer Licensing Model Act OR has not signed a reciprocal agreement with Hawaii, then an Examination is required.

- If the applicant's state of domicile is a participating state in the NAIC Uniform Producer Licensing Model Act OR has signed a reciprocal agreement with Hawaii, then no Examination is required.
- Variable Annuities:
- Required to hold a Life Insurance License;
- Submit evidence of registration with NASD and registered in the State of Hawaii;

IMPORTANT: All of the items listed above must be submitted together as an application packet. Incomplete applications will be returned to you.
Appointments: An appointment is not required to be submitted at time of application, but an appointment must be in place to do business. Submit a Notice of Appointment - Form APPT
Note: A producer appointing another producer is required to have an appointment by an Insurer.
