Are all apartment owners entitled to receive a copy of the board minutes?

Minutes shall be available within seven calendar days after approval and
unapproved final drafts of a meeting shall be available within sixty days
after the meeting; provided executive session minutes may be withheld if
their publication would defeat the purpose of the executive session.
The association’s “most current” financial statement and approved board meeting minutes “shall be available to any owner at no cost or on twenty-four loan, at a convenient location designated by the board. Copies of the meeting minutes of the board and the association for the current and prior year shall be provided upon request, provided that the owner pays a reasonable fee for duplicating, postage, stationery, and other administrative costs associated with handling the request.”
