Are there rules regarding specifying an effective date/time for mergers?

Yes. The date cannot be more than thirty days after the filing date. The subsequent date can be on a weekend or holiday, as long as the filing is prior. Effective time if the merger involves a corporation from another state, must be Hawaiian Standard Time. Use of the phrase close of business on a specific date is not accepted.
