Application Fees for New Financial Institutions

What fees must be paid with applications for approval of proposed new financial institutions?

Below is a fee schedule for applications of proposed new financial institutions to be chartered or licensed by DFI. All fees are nonrefundable and must be paid by check made payable to the "Department of Commerce and Consumer Affairs, State of Hawaii". The appropriate fee must accompany the application.

FEE SCHEDULE FOR PROPOSED NEW FINANCIAL INSTITUTIONS:

For preliminary approval to organize as a bank -- $9,000 application fee (authorized by Section 412:3-201(c), Hawaii Revised Statutes ("HRS").

For preliminary approval to organize as a savings bank -- $9,000 application fee (authorized by Section 412:3-201(c), HRS).

For preliminary approval to organize as a savings and loan association -- $9,000 application fee (authorized by Section 412:3-201(c), HRS).

For preliminary approval to organize as a trust company --$9,000 application fee (authorized by Section 412:3-201(c), HRS).

For preliminary approval to organize and for license to engage in business as a depository financial services loan company -- $9,000 application fee (authorized by Section 412:3-201(c), HRS); $50 license fee (authorized by Section 412:9-102, HRS).

For charter to organize as a credit union -- $20 application fee (authorized by Section 412:10-103(c), HRS and Section 16-25-17(1), Hawaii Administrative Rules ("HAR").

For license to engage in business as a nondepository financial services loan company -- $5,000 application fee (authorized by Section 412:3-301(c), HRS); $50 license fee (authorized by Section 412:9-102, HRS).

For license to establish and maintain a Hawaii state branch or Hawaii state agency of a foreign bank -- $9,000 application fee (authorized by Section 412:13-206, HRS).

For license to establish and maintain a Hawaii representative office of a foreign bank -- $1,500 application fee (authorized by Section 412:13-216(a), HRS).

CAUTION: Statutes amended or repealed as a result of a recent Legislative Session may not be updated as yet in the online Hawaii Revised Statutes.
