Surplus Lines FAQ - Effective July 1, 2012

  • A Surplus Lines Broker will no longer be required to hold a Producer license.
  • Resident Surplus Lines Brokers for property are required to successfully pass the Hawaii Property Insurance Exam.
  • Resident Surplus Lines Brokers for casualty are required to successfully pass the Hawaii Casualty Insurance Exam.
  • Resident Surplus Lines Brokers for personal lines are required to successfully pass the Hawaii Personal Lines Insurance Exam.
  • Resident Surplus Lines Brokers must comply with continuing education requirements. 

Q. If I passed the P&C exams and obtained a Resident Producer license for P&C, will I be required to re-take the same exams if I choose to apply for a Resident Surplus Lines Broker license at a later date? 

A. No -- If you are actively licensed as a Resident Producer for property, casualty or personal lines, you will not be required to re-take an exam. 

Q. My Resident Producer license for P&C has been inactive since November 16, 2011. I would like to apply for a Resident Surplus Lines Broker license when this new law goes into effect on July 1, 2012. Am I required to re-take the P&C exams? 

A. No -- Your exam scores are valid for up to two years after your license was inactivated. 

Q. How many CE credits are required for a Surplus Lines Broker? 

A. If you hold a Surplus Lines Broker license, but not a Producer license, the requirement is: 24 credits, consisting of 21 credits relating to P&C, and 3 credits relating to ethics training or insurance laws and rules. 

If you hold a Surplus Lines Broker license, and a Producer license to sell P&C only, the requirement is: 24 credits, consisting of 21 credits relating to P&C, and 3 credits relating to ethics training or insurance laws and rules. 

If you hold a Surplus Lines Broker license and a Producer license to sell life or A&H, the requirement is: 24 credits, consisting of 10 credits relating to Life or A&H, 11 credits relating to P&C, and 3 credits relating to ethics training or insurance laws and rules. 

Q. Are Surplus Lines Brokers required to have appointments? 

A. No.
