INS Information Technology Specialist (Position # 120303)
This position will provide information systems support to the Health Branch and the Hawai`i Health Insurance Exchange. The subject position will evaluate information systems needs for the Branch and the Exchange and will provide advice on the development of information systems solutions to meet those needs. The position will also develop implementation plans and business processes between the Branch and the Exchange in light of information systems capabilities. Health Insurance Premium Rate Actuary (Position # 120421)
The primary purpose of this position is to analyze health rate insurance filings to determine whether the requested rates are excessive, inadequate, or unfairly discriminatory and reasonable in relation to the costs of the benefits provided. In particular, this position will perform rate health insurance rate reviews currently being done by a contracted actuary and rate reviews of filings made by health insurers in compliance with the Patient Protection and Affordable Care Act (“PPACA”) of 2010. Health Insurance Premium Rate Analyst (Position #’s 12528 through 12530)
The primary purpose of these three positions are to analyze and assist the health actuary in reviewing health rate insurance filings when determining whether requested rates are excessive, inadequate, or unfairly discriminatory and reasonable in relation to the costs of the benefits provided. Property & Casualty Actuary (Position # 120468)
The actuary’s primary work includes the (1) analyzing of rates on casualty, property, motor vehicle, inland marine, medical malpractice, professional liability, and surety insurance; (2) providing actuarial analysis of property and casualty insurance legislation, including the review of industry calculations of expected impacts; (3) reviewing RPAs’ work, as needed, and providing guidance to RPAs; (4) appearing as an expert witness including representing the Insurance Commissioner, if necessary, when justifying the Insurance Division’s position relative to rate filing decisions where an insurer or a policyholder has requested a hearing; and (5) making recommendations of actions to be taken to the RPA Manager, Chief Deputy Insurance Commissioner, or Insurance Commissioner. Investigator (III) IV (Position # 22241)
Applicants must possess knowledge of the principles, practices and procedures of underwriting and/or claims adjusting; insurance laws; standards and practices of the insurance industry; the ability to interpret insurance laws, rules and regulations; and mediate a resolution between an insurer and an insured or claimant.
Insurance Rate & Policy Analyst IV (Position # 15542)
This analyst IV is assigned the responsibility for planning, organizing, and overseeing rate, policy and form filings, including the most difficult filings. These filings are to be taken to conclusion with recommendations which are logical and comprehensive. The analyst examines and analyzes policy provisions and rates for all classes of insurance for all insurance organizations subject to State regulation for compliance with statutes, rules, and regulations; conducts supporting research; and makes recommendations of actions to be taken to their supervisor, Deputy Commissioner, or Insurance Commissioner.
