Section 2 of the Hawaii Money Transmitters Act, provides: "A person who would be regulated under this Act shall not be required to comply with this Act until July 1, 2007, but may elect to do so before July 1, 2007. A person who files an application for a license pursuant to this Act before July 1, 2007, and whose application is determined to be complete by the commissioner on or before July 1, 2007, shall be deemed in compliance with the license provisions of Chapter 489D, Hawaii Revised Statutes, until such time as the license is issued or denied by the commissioner."
