Hawaiian Homes Commission
Pursuant to section 202, Hawaiian Homes Commission Act, the Department is headed by an executive board, the Hawaiian Homes Commission, whose nine members are appointed by the Governor with the advice and consent of the Senate. Three of the members are residents of the City and County of Honolulu; two are residents of the County of Maui, with one being a resident of the island of Molokai; two are residents of the County of Hawaii, one being a resident of East Hawaii and the other a resident of West Hawaii; one is a resident of the County of Kauai; and the ninth member is the Chairman, who is appointed by the Governor from among the members of the Commission. Members must be residents of the State at least three years prior to their appointment. At least four of the members must have not less than one-fourth Hawaiian blood. The Chairman of the Commission serves as the full-time administrator of the Department; other members of the Commission serve without pay.

Kaulana H.R. Park Chairman Term: 2009-2010 Formerly the deputy director, Park has been with the department since 2003, where he started as executive assistant to the chairman. As a lead strategist for DHHL he provided direct oversight on special projects ranging from program development to critical projects and issues relating to fulfilling the department’s mission to put Native Hawaiians on the land and into homes. His focus was primarily on operations efficiency, administration workflow, and leadership development. In July 2006, Governor Lingle appointed Park to lead the Administration’s efforts to coordinate solutions to the state’s homelessness. Park previously served as manager of the Office of Hawaiian Affairs’ Native Hawaiian Revolving Loan Fund, manager with Bank of America, assistant branch manager with First Hawaiian Bank, and business banking officer for Wells Fargo Bank. Park currently serves on the Hawai‘i Public Housing Authority Board and serves at New Hope Hawaii Kai Christian Fellowship. He is the past president of the Native Hawaiian Chamber of Commerce, former board member of the U.S. Civil Rights Commission of Hawai‘i, former Board member of Lokahi Pacific Rural Development, Inc., and former 2nd vice chairman of the Hotel Travel Federal Credit Union. He also participated in the Pacific Century Fellows program. He is a graduate of Kamehameha Schools and Stanford University. Park succeeds Micah A. Kane who resigned in 2009 to accept a position as a Kamehameha Schools trustee. |

Perry Artates Maui Term: 2007-2011 Former chairman of the Waiohuli Hawaiian Homesteaders Association for six years, Perry Artates serves as the Executive Director of the Hawaii Operating Engineers Industry Stabilization Fund. His knowledge and experience in the construction industry has helped many of the Waiohuli families and is an asset to the Hawaiian Homes Commission. |

Donald S.M. Chang Oahu Term: 2007-2011 Donald Chang graduated from Maryknoll High School and attended the University of Hawaii. He joined the Honolulu Fire Department in 1957 rising through the ranks to hold the department’s highest position, Fire Chief, in 1993. He retired after 37 years of service. Currently, Chang serves as president of the Honolulu Fire Department Retirees Association and president of the Friends of the Fire House. He succeeded Colin Kaalele who resigned in late 2005. He was first appointed in 2006. |

Stuart Keahiahi Hanchett Kauai Term: 2005-2009 Stuart Hanchett has been self-employed for the past 15 years. Prior to running his business, he was the director of station operations for Mid Pacific Airlines and a cargo, reservations and sales representative for Hawaiian Airlines. |

Malia Patrice Kamaka West Hawaii Term: 2005-2009 Malia Kamaka is currently a customer service representative with the Hawaii Electric Light Company. She is a member of the Waimea Community Association, and a member of the Kawaihae Canoe Club. Kamaka graduated from Kamehameha Schools and received her B.A. degree in Accounting from the University of Portland. |

Francis Kahou Lum Oahu Term: 2006-2010 Francis Lum has the distinction of having served as the Chief of Protocol for five of Hawaii’s governors, dating back to Governor John Burns in 1967 and including current Governor Linda Lingle. He is the acknowledged expert on government protocol procedures, having planned and organized visits to Hawaii by heads of state from many nations around the world. He served more than 40 years as a member of the Hawaii National Guard, including 1 year of active duty service in Vietnam retiring with the rank of Chief Warrant Officer W4. Lum was awarded the Bronze Star Medal and also the Army Commendation Medal for his tour of duty in Vietnam. In 2000, Lum received the Order of the Sacred Treasure, Gold Rays with Neck Ribbon from the Consulate General of Japan - it is the highest recognition bestowed on individuals who have played a significant role in strengthening the bonds and friendship with Japan. In 1987, Lum served as the Grand Marshal for the King Kamehameha Celebration Floral Parade. |

Trish Morikawa Oahu Term: 2007-2011 Trish Morikawa is currently employed as a Deputy Prosecutor with the Prosecuting Attorney's Office of the City and County of Honolulu. She was formerly a Deputy Attorney General with the State Attorney General's Office. Morikawa is a graduate of Kamehameha Schools, and received her B.A. degree from the University of Pennsylvania, and a law degree from the William S. Richardson School of Law at the University of Hawaii. She was first appointed in 2003. |

Alapaki Nahale-a East Hawaii Term: 2005-2009 Alapaki Nahale-a is the director of Ka Umeke Kaeo Hawaiian Immersion Public Charter School in Keaukaha, Hawaii. Prior to his position at the immersion school, he held a series of community development positions with Hawaii Community College, Council for Native Hawaiian Advancement and Rural Community Assistance Corporation. Nahale-a also had five years of experience with the County of Hawaii as a legislative auditor assistant and fiscal/program review auditor. He is the president of the Hawaii Charter School Network and a board member of the Native Hawaiian Legal Corporation. He succeeded Billie Baclig who resigned in 2007. He was appointed in 2008. |

Henry K. Tancayo Molokai Term: 2008-2012 Henry Tancayo is a retired battalion chief of the Maui County Fire Department (MFD). He had over 25 years of fire fighting experience. Prior to his MFD service, Tancayo was a sergeant in the Hawaii Army National Guard in the air defense system. His 40 years of community services includes service with Kualapuu-Hoolehua Catholic Association, Molokai Junior Chamber of Commerce, Kualapuu School PTA, 4-H, Molokai Homestead Livestock Association, Molokai Planning Commission, Molokai Catholic Community Parish Council and Molokai Hospice Hawaii. |
