- brings jobs, training and funding to the communities it serves.
- brings the federal government and local communities into "true" public-private relationships.
- programs are encouraged to use non-Head Start resources in their communities with a requirement of a matching 20% in-kind.
- partners with Early Head Start Programs which reach out to pregnant women, infants, and toddlers.
