  • has strong and capable administration directed by the Administration on Children, Youth and Families (ACYF); Administration for Children and Families (ACF); and the Department of Health and Human Services (DHHS).
  • brings jobs, training and funding to the communities it serves.
  • brings the federal government and local communities into "true" public-private relationships.
  • programs are encouraged to use non-Head Start resources in their communities with a requirement of a matching 20% in-kind.
  • partners with Early Head Start Programs which reach out to pregnant women, infants, and toddlers.
  • is governed by the Head Start Program Performance Standards and is divided into three services areas: Early Childhood Development and Health Services: Family and Community Partnerships; and Program Design and Management.
