Child Care Connection Hawaii Program Brochure (DHS 907)

Child care services are provided for those children who are in protective service situations and referred for assistance by their Child Welfare Services (CWS) worker.  All other families who are in need of services must meet income criteria, and provide monthly income verification. Child care receipts are also required to establish continued eligibility, before the following months subsidy payment can be authorized.

General Child Care Connection Hawaii (CCCH) Eligibility Requirements:

  • Children:  must be age from birth – 13, or between ages 13 –18 who cannot do self-care, and reside with their parent(s) or caretakers.
  • Parents or caretakers:  must be employed, attending school, or participating in a job training program.  In two (2)-parent families, BOTH parents, or caretakers, must be in one of these activities. 
  •  Income limits by family size:  gross monthly income (before taxes and deductions) must not exceed 85% of the State median income for a family of the same size.
  • Application:  Completed Application for Child Care Services (DHS 911), with supporting documents, such as birth certificates and income verification, and an office interview are required before eligibility can be established.

 Preschool Open Doors (POD) Requirements

  • Eligibility for the POD program is determined during a limited period of open enrollment, depending on the availability of funds, and for department identified geographic areas.  Age of children, income, and family size are primary considerations for assistance. POD does not require parents to have an activity.
