DLNR's Division of Boating and Ocean Recreation is taking steps to improve its facilities and services through the Recreational Renaissance. Details of the many changes being implemented are explained fully in documents accessible through this web page. A letter to harbor tenants that provides a broad overview of planned changes is posted at: www.hawaii.gov/dlnr/dbor/pdf/letters/lettertoboaters.pdf. Key points of the letter are as follows.
VESSELS MOORED IN DLNR FACILITIES WILL BE REQUIRED
TO CARRY INSURANCE EFFECTIVE DECEMBER 1, 2009
All vessels moored in DLNR/DOBOR facilities, including harbors and off-shore moorings, will be required to carry insurance effective 12/1/2009. Vessel owners will be required to show proof of insurance (a policy, policy declaration page or insurance card) when applying or reapplying for mooring permits. Acceptable coverage would include a minimum of $300,000 in boat liability insurance (protection and indemnity) that names the State of Hawaii, Division of Boating and Ocean Recreation as “additional insured.”
If your vessel is moored in a DLNR/DOBOR facility and is not yet insured, the following

Failure to secure insurance for vessels may result in denial of mooring permits
and eviction. There will be no grace period for this requirement.___________________________________________________________________________
DLNR/DOBOR will be soliciting public comment on numerous
proposed rule changes affecting the boating community.The proposed rule amendments are posted at

The rule package labeled Exhibit A contains numerous rule changes pertaining to
general operations for harbors and ocean recreation areas.
The rule package labeled Exhibit B is part of DLNR's Recreational Renaissance. It contains several
rule changes pertaining to mooring and other fees associated with use of DLNR's small
