DLNR's Division of Boating and Ocean Recreation is taking steps to improve its facilities and services through the Recreational Renaissance. Details of the many changes being implemented are explained fully in documents accessible through this web page. A letter to harbor tenants that provides a broad overview of planned changes is posted at: blue ball graphic, link towww.hawaii.gov/dlnr/dbor/pdf/letters/lettertoboaters.pdf. Key points of the letter are as follows.

 

VESSELS MOORED IN DLNR FACILITIES WILL BE REQUIRED
TO CARRY INSURANCE EFFECTIVE DECEMBER 1, 2009


All vessels moored in DLNR/DOBOR facilities, including harbors and off-shore moorings, will be required to carry insurance effective 12/1/2009.

Vessel owners will be required to show proof of insurance (a policy, policy declaration page or insurance card) when applying or reapplying for mooring permit.

Acceptable coverage would include a minimum of $300,000 in boat liability insurance (protection and indemnity) that names the State of Hawaii, Division of Boating and Ocean Recreation as “additional insured" or "additional interest.” Please be sure that your insurance policy covers salvage costs for grounded and sunken vessels, damage to docks, pollution containment, wreck removals, etc. If your policy does not cover these types of scenarios, you may be held responsible for the full cost of repairing damage to harbor facilities and/or removing/disposing of your vessel if it is left in State waters.

Boaters, please include your DOBOR account and client numbers, harbor/mooring area, and vessel HA or documentation number on your insurance policy.

Failure to secure insurance for vessels may result in denial of mooring permits and eviction. There will be no grace period for this requirement.
