DLNR SOLICITING BIDS ON DEVELOPING AND MANAGING FUEL
DOCK AND VESSEL HAUL-OUT REPAIR FACILITY AT ALA WAIHONOLULU –The Department of Land and Natural Resources, Division of Boating and Ocean Recreation ("DOBOR") is seeking proposals from parties interested in leasing and redeveloping two parcels of state-owned lands within the Ala Wai Small Boat Harbor on O‘ahu. The two parcels currently serve as a fueling dock and a haul-out for repair of boats and other water-borne vessels at the harbor.
“The issuance of this RFQ/RFP continues our progress in dramatically improving the Ala Wai,” harbor,” said Laura H. Thielen, DLNR chairperson. “We recently replaced the ‘F’ dock, repairs of floating docks B, C and D are well underway and work on the 700 row is in the design phase.”
“We are looking forward to offering the two land parcels to a developer who will be able to join with us to improve services for the boating and ocean recreation community and help the Ala Wai reach its full potential,” she said.
DLNR will select the proposal that best satisfies the multiple needs of the ocean recreation community using the Ala Wai harbor area. The lease will be for a term up to 55 years and will allow the lessee to redevelop the two parcels for marine-related uses permitted within the Ala Wai Boat Harbor and the Waikiki special district, public precinct zoning district.
Any proposals for the redevelopment must, as a minimum requirement, include services of an improved/upgraded fuel dock and haul-out/boat repair facility that will be open to the public. The selected applicant will be responsible for obtaining all required land use entitlements and government approvals/permits.
Existing businesses which are currently on a month-to-month permit are welcome to submit proposals.

The division works in close partnership with DLNR's Division of Conservation and Resources Enforcement (DOCARE) and the U.S. Coast Guard to make nearshore waters safe. The division is also responsible for registering all vessels in Hawai‘i which are not documented by the U.S. Coast Guard and for regulating and permitting surf meets, canoe and yachting regattas, ocean swimming events and other ocean events with the concurrence of the U.S. Coast Guard.
