Many of Hawaii’s cultural, natural, agricultural, historical, and recreational resources are lost when private lands possessing these resources are sold and developed.  The Legacy Land Conservation Program (LLCP) provides grants to local organizations and agencies seeking to purchase and protect lands having these unique and rare valuable resources.

About the Legacy Land Conservation Program

The Legacy Land Conservation Program (LLCP) provides funding from the Land Conservation Fund for the acquisition of lands, including easements, for:
  • Watersheds protection

  • Parks

  • Coastal areas, beaches, and ocean access

  • Natural areas

  • Habitat protection

  • Agricultural production

  • Cultural and historical sites

  • Open spaces and scenic resources

  • Recreational and public hunting area

Who May Apply for Funding

Grants from the Land Conservation Fund are available through Legacy Land Conservation Program to State agencies, counties, and non-profit land conservation organizations seeking funding to acquire property that has value as a resource to Hawai‘i. County agency or nonprofit land conservation organization grant recipients must provide matching funds of at least 25% of the total project costs.

The 2008-2009 application cycle awarded approximately $3.3 million in grants through a competitive process. Up to $3 million will be available for the 2009-2010 cycle.  Final awards are subject to the availability of funds and are also subject to budget restrictions and procedures implemented under the Fiscal Year 2010-2011 Executive Biennium Budget Instructions.  Due to the fiscal situation it is uncertain if any awards will be issued in upcoming year, however, the Department of Land and Natural Resources feels it is worthwhile to proceed with a request for applications as that situation is evolving.

How to Apply

1. First, download and read through the Grant Application Instructions (pdf); then download the Grant Application Form (pdf). Complete the Grant Application Form and gather Required Preliminary Documentation. Type your responses using a computer (the application is writable); do not handwrite.

2. Submit the completed Grant Application Form and Required Preliminary Documentation by September 16, 2009, 4:30 p.m., Hawaii-Aleutian Time (HST). All materials must be submitted in hard copy and Portable Document Format (PDF). The application will not be considered complete until both formats have been received.

3. Be prepared to submit other supporting documentation (see below) upon the request of the Legacy Land Conservation Commission or Legacy Land Conservation Program. Preview the Grant Recipient Guidelines (pdf) to anticipate what may be required of applicants receiving awards.

Award Selection Process

1. Applicants will complete and submit, at a minimum, the Grant Application form and Required Preliminary Documentation (see Grant Application Instructions) on or by the annual deadline, to be announced.

2. The Legacy Land Conservation Commission will review applications and announce award nominees. Applicants may be asked to submit additional documents, such as updated appraisals, title reports, verification of status of matching funds, status of permits, and details of acquisition process or cost descriptions. The Grant Application Instructions include a list of "Other Supporting Documentation" that may be required at this stage of the awards process.

3. The Commission will review all complete grant application packets and then recommend funding awards to the Board of Land and Natural Resources (BLNR). Final awards are subject to a consultation process with members of Hawaii Legislature and to the approval of the BLNR, Attorney General and the Governor.

The estimated timeframe for this process is:
  • Commission review and site visits to subject properties:  September - November
  • Commission recommendations:  December
  • Senate President and Speaker of the House consultation:  January/February
  • BLNR approval: February/March
  • Governor approval:  March - May

Final awards are also subject to the availability of funds.
