Ewa Feed Lot - Notice to Interested Developers
FORMER EWA FEEDLOT
The Department of Land and Natural Resources ("DLNR") is issuing a Request for Qualifications / Request for Proposals ("RFQ/RFP") to solicit qualifications and proposals from parties interested in leasing and developing approximately 110.106 acres of state-owned lands at Honouliuli, Ewa, Oahu, Hawaii. The subject property, formerly known as the Ewa Feedlot, is identified by Tax Map Key Number: (1) 9-1-031:001 and Land Court Lot No. 12022 as shown on Land Court Map 888 of Land Court Application 1069 and described on Land Court Certificate of Title No. 498,504.
DLNR intends to select the applicant and development proposal that best satisfies DLNR's development objectives and selection criteria. The selected applicant will enter into exclusive negotiations with DLNR of a development agreement that sets forth the terms and conditions under which the selected applicant would be allowed to lease and develop the subject property. It is contemplated that the lease will be for a maximum term of up to 65 years and will allow the lessee to develop the property for any uses permitted within the applicable State Land Use Commission district classification and the City and County of Honolulu zoning district.
DLNR will hold an informational meeting at 2:00 p.m. (HST) on November 17, 2009, to discuss DLNR's development objectives and the RFQ/RFP process, and respond to questions. The meeting will be held in the Board Room at the Department of Land and Natural Resources, 1151 Punchbowl Street, Honolulu, Hawaii 96813. Attendance by potential applicants is encouraged, but is not required.
To be eligible for consideration in the RFQ/RFP process, interested parties must first complete and submit an Application and Notice of Intent to any of the DLNR District Land Offices listed below by no later than 4:00 p.m. (HST), December 7, 2009. Anyone who fails to submit a completed Application and Notice of Intent by this deadline will not be eligible to submit their qualifications and proposal and therefore cannot be considered for this project. The Application and Notice of Intent form is included in the RFQ/RFP.
Once the Application and Notice of Intent are submitted, applicants will be eligible to participate in the RFQ/RFP process.
The first step of the RFQ/RFP process (i.e., the RFQ) requests the submittal of statements of qualifications from the applicants, which must be submitted by no later than 4:00 p.m. (HST), January 7, 2010, to any of the DLNR District Land Offices listed below. DLNR will determine which applicants meet the qualification criteria (and may form a short list of the most qualified applicants), and the qualified applicants will be invited to participate in the second step of the RFQ/RFP process (i.e., the RFP).
The RFP process will invite the qualified applicants to submit a detailed development proposal for the subject property. DLNR will evaluate the submitted proposals and select the applicant whose proposal best satisfies DLNR's development objectives and RFP selection criteria. The selected applicant and DLNR will enter exclusive negotiations of the development agreement and proposed lease.
