RELATING TO SECTION 13 OF ACT 380, SESSION LAWS OF HAWAII 1997 proposes to remove the sunset date on the use of new safe harbor agreements, habitat conservation plans, and incidental take licenses as recovery options for conserving and protecting the State's threatened and endangered species.

RELATING TO FEES FOR HABITAT CONSERVATION PLANS proposes to authorize the Department of Land and Natural Resources to collect fees sufficient to cover the technical assistance program costs associated with habitat conservation plans, and adopt rules for establishing such fees.

RELATING TO THE LEGACY LAND CONSERVATION COMMISSION proposes to authorize the Chairperson of Natural Area Reserves System (NARS) Commission to designate a representative from the NARS Commission to serve on the Legacy Land Conservation (LLC) Commission; and to authorize the members of the LLC Commission to elect their own chairperson.

RELATING TO INDUSTRIAL PARKS ON PUBLIC LANDS proposes to provide DLNR with flexibility in developing industrial parks to address the growing demand in the State for available industrial lands.

RELATING TO THE CONSERVATION AND RESOURCES ENFORCEMENT SPECIAL FUND proposes to establish the Conservation and Resources Enforcement Special Fund in the Department of Land and Natural Resources for the purpose of setting aside moneys to be used toward the protection of the State's natural resources.
