WLC Memorandum of Instruction

This memorandum serves as an informational packet regarding the polcies and procedures for WLC. It will serve to answer numerous questions you may have regarding the Warrior Leader Course.

MEMORANDUM FOR STUDENTS CONSIDERED FOR ATTENDANCE AT THE WARRIOR LEADER COURSE

 

SUBJECT:  Requirements and procedures for attendance at the Warrior Leader Course

 

 

1.  This memorandum serves as a letter of instruction for attendance at the Warrior Leader Course at the 298th Regiment, MFTU (RTI), 711 Tinker Road, Waimanalo, HI 96795.

 

2.  As part of your duty of becoming a Noncommissioned Officer, you are to be at your appointed place of duty at the appointed time and with the required equipment for training.  This memorandum will assist you in your preparations for your attendance at the Warrior Leader Course (WLC).

 

3.  Attached you will find a packing list that will be brought with you on Day One (in processing) and will be inventoried upon arrival.  Should you be missing items, you will have 72 hours to obtain the required items or you will be dropped from the course (WLC Student Guide).  If you have any questions on the packing list items, you will need to address them to the point of contact of this memorandum.

 

4.  On Day One (in processing) you will report NLT 0500 hrs. in IPFU; you must have your Common Access Card or CAC (ID Card), you ID Tags (one on a long chain and one on a short chain), a copy of your orders, a completed pre-execution checklist (original document with Commanders signature or Delegation of Authority if commander doesn’t sign), and a copy of your flight itinerary.  If any of these items are missing you have 72 hours from enrollment to have these items to our S-3 section or you will be removed from the course IAW AR 350-18, Chpt 3, para 3-24(b).

 

5.  The Warrior Leader Course is an intensive, live-in, branch-immaterial course which trains you in basic leadership skills.  You will be challenged in your leadership roles and assigned duties commensurate with those of actual NCOs.  You will be evaluated in your ability to accomplish an NCOs two basic responsibilities: the welfare of your Soldiers and accomplishment of your missions.  You will cover 27 leadership, training and warfighting courses over 15 days.  You will also spend 96 hours in a situational training exercise.

 

6.  Due to the above, it is highly recommended that if you have issues with family, civilian job, military job, etc. that you clear those out prior to attending the course.  It is

recommended that if you cannot give 100% effort during the course that you should address all issues and reenroll when you feel that you can complete the course successfully.  Soldiers with routine medical appointments will need to reschedule appointments.

 

7.  Civilian/Military Jobs.  When you arrive at the 298th Regiment and are in processed, you are temporarily assigned to the 2nd BN, 298th Regiment, MFTU (RTI).  You will not be allowed to complete any regular job requirements during the course as this takes away from what you are coming to WLC to learn.  No laptops, computer devices, etc for work related tasks are authorized at the academy.

 

8.  Sponsors.  You are to be assigned a sponsor who is in your NCO Support Channel and/or in your Chain of Command.  Sponsors are the liaisons between you and your command.  They are to work any issues you may have with regards to equipment and paperwork.  Anyone can drop off items to the Soldiers within the first 72 hours.  After 72 hours, only a representative from the unit, in uniform, will be authorized to drop off items.  Anyone dropping off items after 72 hours not in uniform or not a sponsor (military chain of command/NCO support channel) will be asked to depart the premises. You will at no time utilize support staff or other students (i.e. BNCOC Soldiers, 11B MOST Soldiers, etc) to acquire items for you; if you do so you may be released from the course.  Drop off times are from 0700 – 1600 hrs daily.

 

9.  Profiles.  If you have a temporary profile, you will not be allowed to enroll in the course.  If you have a permanent profile you will need to furnish a copy to the staff at in processing.  You will operate within the limitations of your profile.  You must also meet certain “minimum requirements” in order to be enrolled in WLC.  Those requirements are: walking a minimum of 3200 meters with load carrying equipment in three hours, lift and carry all required packing list items for short distances, carry a 48 lbs combat load that contains mission essential equipment (weapon, helmet, uniform, LCE, ABL included in 48 lbs), lift and carry fuel, water, ammo, MREs, sandbags, etc, low crawl, high crawl, and rush for 3 to 5 seconds.  If your permanent profile restricts any of the above, you will be denied enrollment on Day One during in processing.

 

10.  Injuries.  Should you get injured while performing duties, an LOD will be initiated.  Depending on the injury you may or may not be transported to Tripler Army Medical Center for disposition.  If you miss more than four hours of training time (Program of Instruction time) you will be dropped from the course as there is not enough time to make up training for more than four hours.  If you do not miss more than four hours of training time, you will remain in the course.  If you receive a temporary profile or quarters as a result of seeing a doctor, you will be removed from the course for medical reasons (as you cannot have a temporary profile during the course and quarters will cause you to miss more than four hours of training).  If you are removed from the course for medical reasons, you will be allowed to reenroll into the course when you and your commanders feel that you are 100% healthy and can complete the course.  All LOD paperwork will be given to you at the time of your departure from the Regiment.

 

11.  Cell Phones.  You are authorized to have your cell phone at the academy.  Your cell phones are restricted to the barracks only.  If you are caught outside the barracks with your cell phone you will have it confiscated and/or possibly dropped from the course.

 

12. Privately Owned Vehicles (POVs).  No privately owned vehicles will be allowed by students in the academy area at any time during WLC.  If you choose to bring your POV, you will have 24 hours to have it removed or it will be removed from the area (towed).  It is highly recommended that you get a ride (preferably with your sponsor) in order to avoid this issue.

 

13. Attitude and military bearing.  These are indispensable attributes in an NCO.  Bring a positive attitude and a willingness to learn and you will be successful in WLC.  In order to get respect you must first show respect.  How you carry yourself and the attitude you bring with you is very critical to how good or bad your time will be spent here.  Ensure that you are carrying yourself appropriately during the course.

 

14. Flights.  If you are from the mainland United States, from outer islands, or the Pacific rim you will need to furnish us a copy of your flight itinerary no later than 15 days prior to the start of the course so that arrangements can be made to transport you to the academy.  You will report to the USO at the Honolulu International Airport where a duty driver will pick you up.  You should not be flying in earlier than the day prior to the start date.  If you fly in more than one day prior, you will not be housed at the 298th Regiment.  You are responsible for paying for any meals prior to Day One.  Off island Soldiers will be allowed to consume breakfast after the height and weight during in-processing.  Failure to notify the 298th Regiment of your flight 15 days prior will result in no pick-up being arraigned for you; you will have to get a cab and then settle the cab ride on a travel voucher upon returning to your home unit.  Exceptions are granted on a case-by-case basis through the POC in paragrahp 15 below.  You will not book a return flight prior to 1800 hrs. on the date of graduation.

 

15.  Meals.  If you are on AGR or ADOS (30 days or longer) you will be required to pay for meals consumed at WLC.  Your payment will be made on Day One, during in processing.  The cost of meals is approximately $130 for the two week course. 

 

16. I hope that this memorandum will allow you to become more successful when you arrive at WLC.  Should you have any questions, have your sponsor or full time unit representative contact the representative identified in paragraph 15 below.  No students should be contacting the undersigned.
