Bio: Colonel Randall Tom
Colonel Randall Tom is the Human Resources Officer for the Hawaii National Guard. He plans, directs and administers HR programs for all full-time National Guard personnel. He serves as the primary staff advisor to the State Adjutant General and the Hawaii Air and Army National Guard commanders pertaining to manpower and human resources management. Colonel Tom interacts with the National Guard Bureau, the Office of Personnel Management, Department of the Army and Department of the Air Force.
Colonel Tom enlisted in the Hawaii Air National Guard in September 1972 and was assigned to HQ Hawaii ANG as a personnel specialist. He began his full-time career with the 154th Combat Support Squadron in October 1981 and was the NCOIC, Customer Assistance Section and later NCOIC, Quality Force. In July 1983, he was assigned to the 169th Aircraft Control & Warning Squadron (169 ACWS) as a computer program analyst. After a three-year tour, Colonel Tom received his commission in September 1986 from the ANG Academy of Military Science and was assigned to the 169 ACWS as an Information Systems Program Analyst Officer. He later took an assignment at HQ HIANG as a personnel staff officer in December 1986. He was selected for a Statutory Tour with the National Guard Bureau, Washington DC in October 1994 as the Chief, Recruiting and Retention Operations in the ANG Personnel Directorate. In September 1995, Colonel Tom was assigned to the position of Chief, Full-time Support also in the ANG Personnel Directorate. He was selected in January 1997 to serve as the ANG Assistant Executive Officer to the Director, Air National Guard. After an 18-month tour, Colonel Tom attended the Naval Command and Staff College in Newport RI graduating in June 1999.
When he returned to Hawaii in July 1999, Colonel Tom served as the Hawaii National Guard (HING) Counterdrug Coordinator on the Adjutant General’s staff. In October 2001, he was assigned to the HING Human Resources Office as the Supervisory Personnel Management Specialist and Deputy J-1 on the HING Joint Staff. In July 2005, he assumed command of the 154th Mission Support Flight, later redesignated as the 154th Force Support Squadron. He was assigned to his present duties on 15 March 2010.
