Program Overview
The goal of the Section 5310 program is to improve mobility for elderly individuals and individuals with disabilities throughout the country. Toward this goal, FTA provides financial assistance for transportation services planned, designed, and carried out to meet the special transportation needs of elderly individuals and individuals with disabilities in all areas – urbanized, small urban and rural. The program requires coordination with other Federally-assisted programs and services in order to make the most efficient use of Federal resources.
Title 49 U.S.C. 5310 authorizes the formula assistance program for the special needs of elderly individuals and individuals with disabilities, Section 5310 program. FTA, on behalf of the Secretary of Transportation, apportions the funds appropriated annually to the States based on an administrative formula that considers the number of elderly individuals and individuals with disabilities in each State. These funds are subject to annual appropriations. (further guidance can be obtained through Circular FTA 9070.1F)
Applicant Criteria
Provide public transportation capital projects planned, designed and carried out to meet the special needs of elderly individuals and individuals with disabilities.
Call For Projects FY 2007 and 2008
The State of Hawaii Department of Transportation (HDOT) is soliciting applications from qualified private non-profit organizations and government entities seeking federal capital assistance for vehicle acquisition to provide special transportation services for the elderly and/or persons with disabilities.
For the Federal Fiscal Years 2007 and 2008, the U.S. Department of Transportation Federal Transit Administration (FTA) for the said capital assistance grant program has released the federal apportionment amounts of $585,120 and $627,290 respectively. The federal grant program allows up to an 80% federal cost share of the capital cost, with the remaining balance to be provided by the applicant.
Applications received will be reviewed by HDOT and evaluated for recommendation by the Evaluation and Selection Committee headed by the Director of HDOT or his designee. The Director will recommend the applicant projects in a consolidated master grant for approval by FTA.
