Schedule of Public Hearings on Proposed Rules to Adjust Tariffs
Public hearings have been scheduled to consider the adoption of proposed amendments to chapter 19-44, Hawaii Administrative Rules, entitled “Rules Relating to Services and Procedures, Charges, Tolls and Fees.”
Public Hearing Notices were published in the Honolulu Star-Bulletin, Hawaii Tribune-Herald, West Hawaii Today, The Maui News and The Garden Isle newspapers on Wednesday, October 28, 2009.

Proposed Administrative Rules to Adjust Tariffs
Hawaii’s Commercial Harbors System operates as an enterprise and is required by law to be self-sustaining, meaning DOT Harbors must impose and collect the fees and charges necessary to cover operating and maintenance costs, as well as the cost of capital improvement projects. Tariffs for commercial harbors’ services and facilities in Hawaii have not increased since March 1997, a period of over twelve (12) years.
As most of the goods imported into the State arrive through DOT’s commercial harbors, ocean surface transportation is our economic lifeline and an efficient commercial harbors system is key to maintaining a healthy marine highway system to the world.
DOT must collect revenue to cover expenditures, account for both near-term operations and maintenance as well as the longer-term projects in the Harbors Modernization Plan. It is therefore imperative that we adjust tariffs now to meet revenue requirements, sustain existing services and maintain Hawaii’s lifeline to the world.

Harbors Modernization Plan
DOT Harbors Division, in partnership with members of the Hawai`i Harbors User Group, has developed a system-wide harbor modernization plan which will implement harbor infrastructure improvements to address projected increases in ocean transportation of cargo and passengers through the year 2030. Harbors covered in the plan include Honolulu and Kalaeloa Barbers Point Harbors on Oahu, Kahului Harbor on Maui, Hilo and Kawaihae Harbors on the Big Island, and Nawiliwili Harbor on Kauai.
