Call for FFYs 2011-2014 (+2) Projects

 

The process for programming the new STIP begins with this call for 2011-2014 (+2) projects. We are requesting submission of all projects that would qualify for use of Federal Highway (FHWA) and Federal Transit (FTA) funds. 

 

The new STIP will cover four years. We are requesting the submission of STIP projects within the FFYs 2011 to 2014 time frame.  FFY 2011 projects presently in the active STIP must be resubmitted for consideration in the new STIP.

 

Also, for FHWA funded projects, the Hawaii DOT (HDOT) is requiring your submitted programs to include two extra informative years (FFYs 2015 and 2016).  These additional two years will not be subject to FHWA approval and will not be strictly financially constrained.  The purpose of these two additional years is to add value to the STIP as a planning tool.  FTA-funded projects are not subject to this added two informational years requirement, but will be included if submitted.

 

Please provide the following information for each project submission:

 

    1.  A completed Project Information and Justification Sheet (PIJS), which includes:

            a.   Route number information, if applicable,

            b.   Milepost information, if applicable,

            c.   Total project cost that includes past, current and future (beyond 6-year STIP) funding,

            d.   Please be sure that your project is on a functionally classified roadway or is in some other way federal-aid eligible;

    2.  A publishable location map (for the DOT website); 

    3.  For projects grouped by function, such as “Guardrail and Shoulder Improvements, Various Locations,” identify, when possible, the specific locations of the individual components on the map

    4.  Priority rankings for all projects submitted.

    5.  Confirmation that an inflation rate of 4% per year was applied to all project estimates to reflect year-of-expenditure dollars; and

    6.  For new transportation enhancement project requests, a completed Transportation Enhancement Program Project Submittal Form.

    7.  Demonstrate that a proposed project is consistent with or otherwise meets the goals and objectives of your respective regional long range land transportation plan or the Hawaii Statewide Transportation Plan.

 

 Projects to consider submitting are:

 

    •      Projects you would like funded with federal funds;

    •      Projects programmed in the current FFYs 2008-2011 STIP you would like considered in the FFYs 2011-2014 STIP.

    •      Regionally significant projects that require action by the FHWA or FTA, regardless of whether or not they are funded with federal funds; and

    •      Regionally significant projects that are administered by an agency other than FHWA or FTA, regardless of whether or not they are funded with federal funds.  These projects would be included for public informational purposes.

 

In the past, approximately $130 million in regular FHWA obligation authority has been available statewide each fiscal year on average.  This estimate may change due to the current state of the economy.  Historically, over a 7-year average, the following numbers have applied for each county (for both state and county projects) in total.

 

Statewide – 3%

Oahu ~ 50%

Hawaii ~ 19%

Maui ~ 18%

Kauai ~ 10%

 

Please use these general historical figures as a guideline for developing the magnitude of your 2011-2014 federal-aid programs. The actual amount of FHWA funds programmed to each county in the 2011-2014 STIP will depend on the statewide priorities of the projects submitted. These figures do not include any earmark or ARRA funds that may be available to specific projects.

 

Please be prompt in submitting all Oahu FHWA-funded project requests, with supporting documentation listed above, by Monday, December 21, 2009. 

 

Proposed Neighbor Island FHWA programs should be submitted by Monday, February 8, 2010.

 

FTA funding is distributed through a grant application process, and does not go through the same financial constraint process as FHWA funds. FTA-funded project requests, including applicable supporting documentation listed above, should be submitted by Monday, February 8, 2010.
