KALANIANAOLE HIGHWAY RETAINING WALL PROJECT HOURS MODIFIED WITH COMMUNITY INPUT

HONOLULU –The state Department of Transportation (DOT) has modified its original construction schedule, based on feedback from the community at last week’s public meeting.  The new schedule will eliminate all scheduled daytime lane closures and focus the majority of work during night.  The night work is scheduled to begin on Sunday, November 29 and will continue through the morning of December 4 and work will not be scheduled during the holidays.  The modified schedule is as follows:

Nighttime Full Closure

  • Sunday through Thursday nights between 9:30 p.m. and 5:30 a.m., there will be a full closure of Kalanianaole Highway between the upper Makapuu Lookout parking lot and the Makapuu Beach Park parking entrance. Motorists wishing to travel between the Hawaii Kai and Waimanalo areas during these hours are advised to use Pali Highway as an alternate route.

Daytime Lane Closure

  • Although no daytime lane closures are scheduled at this time, there may be a few times where the contractor will need to close a lane during the daytime.  If a daytime closure is necessary, the public will get at least a 2 week notice.  During daytime closures, contraflows will be in effect.

“Due to the nature of the work which entails slope and road excavation, it is necessary that we shut down the road for eight hours at a time,” explains Brennon Morioka, DOT director.  “The community expressed that 9:30p.m. to 5:30 a.m. seemed to be the time frame that would cause the least amount of disruption to their daily lives.  We will be monitoring the project closely during this first week of construction to see if we need to make any further adjustments,” he adds.

Special duty police officers will be stationed on both ends of the highway closure.  Throughout the duration of the project, the DOT will also be sending out a press release of the construction activities on a weekly basis, updating information on the new DOT website hawaii.gov/dot/makapuu, and strategically placing eight electronic message boards at various locations before the lane closures are implemented so drivers are informed in advance and can adjust their routes accordingly.

This $7.8 million project consists of various safety improvements including construction of a rockfall impact barrier, rehabilitation of an existing retaining wall, slope stabilization, pavement reconstruction, and installation of electrical cables and conduits.  The project is scheduled to be complete in the fall of 2010.
