1. Groups desiring to qualify a new political party in Hawaii for election ballot purposes should contact the Office of Elections – Ballot Operations Section to request an application for petition.

Presidential Elections

1. There is no Presidential Primary in the State of Hawaii.
2. Ballot access for candidates of qualified political parties in the State of Hawaii must contact the party directly.
3. Ballot access for candidates not affiliated with a qualified political party in the State of Hawaii must petition for ballot access.
