THE WIKIWIKI VOTER REGISTRATION & PERMANENT ABSENTEE FORM AND ITS
PURPOSE
The Wikiwiki Voter Registration &
Permanent Absentee Form is an affidavit on application designed to make voter
registration more accessible and convenient to the residents of Hawaii. The
form also provides the option to apply for permanent absentee voter status.
Completing the Wikiwiki Voter Registration &
Permanent Absentee Form and mailing it directly to the Office of the City or
County Clerk allows a person to register to vote and apply for permanent
absentee voter status without having to visit a government office, or designated
voter registration location.
Hawaii law requires that the chief election officer approve all forms
used for voter registration. Pursuant to
Hawaii Revised Statutes §11-16, registrants must register to vote via:
"the affidavit
on application for voter registration or other form prescribed by the chief
election officer."

Administrative Rules §3-172-23.
THE APPLICATION FOR ABSENTEE VOTER BALLOT

In order to receive an absentee ballot by mail, a
voter must submit an “Application for Absentee Voter Ballot.”
Note: This is only the application for the absentee ballot. The actual
ballot must be mailed from the City/County Clerk after the application is
accepted. The “Application for Absentee Voter Ballot” is the form prescribed
and approved by the Chief Election Officer and Clerk, under Hawaii Administrative
Rules §3-174-4.
For printing and duplication purposes, follow the
guidelines under Hawaii Administrative Rules §3-174-5.
1. Panels must be 8.5" x 11";
2. Must be printed on white 20 weight bond
paper or heavier
(70lb.
text white wove offset is preferred);
3. May
not contain a glossy finish;
4. May not be printed on newsprint;
5. Must be a one to one (1:1) facsimile of
the original form;
6. Wikiwiki
Voter Registration & Permanent Absentee forms may not be included
in, attached to, or affixed to, any campaign or informational literature
unrelated to voter registration.
7. Must be duplicated in their entirety,
including all instructions.
PHOTOCOPYING
The Wikiwiki Voter
Registration & Permanent Absentee form and the Wikiwiki
Absentee Application, and their instructions may be photocopied. If photocopied, the voter registration &
permanent absentee form and the absentee application must be photocopied in
their entirety. A facsimile of the forms may be submitted to the clerk,
provided that the information supplied by the applicant and the applicant's
signature shall be original.
