State Block Grants
The American Recovery and Reinvestment Act includes $8.8 billion in aid for states to defray budget cuts. Governor Lingle’s proposal to close the State of Hawai‘i’s projected $650 million revenue shortfall includes $320 million in Federal Medical Assistance Percentage (FMAP) funds for Medicaid. Under the federal stimulus plan, states have been authorized to use these matching federal funds to help balance their budgets.
