HB200, SB200: RELATING TO THE STATE BUDGET
Makes budget proposals for departments of the Executive Branch for fiscal years 2009-2010 and 2010-2011 in order to balance the State budget, as required by the Hawai`i State Constitution.
HB1056, SB874: RELATING TO EXEMPTIONS FROM THE HAWAI`I PUBLIC PROCUREMENT CODE
Facilitates the preservation of important agricultural lands and development of low- and moderate-income housing by exempting Special Purpose Revenue Bonds issued for these projects from the procurement code.
HB1057, SB875: RELATING TO THE STATE OF HAWAI`I COLLEGE SAVINGS PROGRAM
Supports investment in a child’s future by allowing family members and friends to contribute to State established HI529 college savings accounts that currently only account owners can contribute to.
HB1058, SB876: RELATING TO THE EMPLOYEES’ RETIREMENT SYSTEM
Clarifies eligibility for disability retirement benefits for re-employed retirees and forfeitures of retirement credits for persons enrolled in the State Employee Retirement System.
HB1059, SB877: RELATING TO THE ONE CALL CENTER
Protects Hawai`i’s underground infrastructure by making the One Call Center pilot program permanent. Since 2004, the Center has become the central database for utility operators, contractors, and excavators attempting to locate underground gas, electric, telecommunication, cable, water, and sewer lines.
HB1060, SB878: RELATING TO PUBLICATION OF HEARING NOTICES
Saves money by allowing the Public Utilities Commission to provide hearing notices to only the island(s) affected by a public utility proposal for change in rates, fares, charges, classifications, schedules, rules or practices. Hearing notices will continue to be sent to those directly impacted by any proposed changes.
HB1061, SB879: RELATING TO PUBLIC UTILTIES
Guarantees the operation of water and sewer services to Hawai`i residents by allowing the Public Utilities Commission to take necessary action and appoint receivers whenever regulated public utilities fail to provide adequate and reasonable service.
HB1062, SB880: RELATING TO GAS PIPELINE SYSTEMS
Repeals the Public Utilities Commission’s responsibility for pipeline safety and inspection functions in Hawai`i because this has been the responsibility of the Federal Office of Pipeline Safety since 1993.
HB1063, SB881: RELATING TO VOLUNTARY EMPLOYEES' BENEFICIARY ASSOCIATION TRUSTS
Lowers the cost of health benefits for public employers and public employees by ensuring all health benefits are administered under one system through the repeal of Voluntary Employees' Beneficiary Association Trusts.
HB1064, SB882: MAKING AN EMERGENCY APPROPRIATION FOR THE DEPARTMENT OF HUMAN SERVICES TO ADDRESS THE BUDGET SHORTFALL
Requests an emergency appropriation to the General Fund of $60 million from the Emergency and Budget Reserve Fund for fiscal year 2009.
HB1065, SB883: MAKING AN APPROPRIATION FOR THE DEPARTMENT OF HUMAN SERVICES TO ADDRESS THE BUDGET SHORTFALL
Requests a transfer to the General Fund of $15 million from the Emergency and Budget Reserve Fund for fiscal year 2010.
HB1066, SB884: RELATING TO NON-GENERAL FUNDS
Requests a transfer to the General Fund of $10 million from the Deposit Beverage Container Special Fund and $9 million from the Wireless Enhanced 911 Special Fund for fiscal year 2010.
HB1067, SB885: RELATING TO DEPOSITS INTO THE EMERGENCY AND BUDGET RESERVE FUND
Ensures funds are available for future fiscal emergencies by replenishing the Emergency and Budget Reserve Fund when General Fund carryover balances become available.
