HB1104, SB922: RELATING TO THE STATE OF HAWAI`I DEFERRED COMPENSATION PLAN
Encourages State employees to save for retirement by automatically enrolling newly hired employees into the Deferred Compensation Plan (DCP) unless the new employee elects not to enroll.
HB1105, SB923: RELATING TO GOVERNMENT CONTRACTS FOR SERVICES
Provides flexibility and reliability to the hiring and contracting processes by exempting positions or contracts with private persons or businesses for personal services from civil service law.
HB1106, SB924: RELATING TO PUBLIC EMPLOYMENT
Protects the rights of public employees by preserving health, retirement, leave, and other benefits if furloughs are implemented in fiscal years 2009 to 2013.
HB1107, SB925: RELATING TO THE UNIFORM ARBITRATION ACT
Protects the rights of public employers by exempting grievance arbitration procedures between public employers and union representatives from the Uniform Arbitration Act, except for awards procedures. Also recognizes that public sector arbitration awards with one public employer should not be used as binding precedent with other public employers not involved with the initial award.
HB1108, SB926: RELATING TO INTEREST ARBITRATION
Ensures fiscal solvency of public employers by modifying the factors that an arbitration panel must consider when making binding contract decisions -- including consideration of the impact of pay increases on other bargaining units.
HB1109, SB927: RELATING TO SALARIES
Requests State leaders to lead-by-example during fiscally challenging times by deferring for two years salary increases recommended by the 2006 State Commission on Salaries for legislators, judges, and senior officials of the Executive Branch for fiscal year 2010 and fiscal year 2011.
