Affirms that positions in the Hawai`i National Guard sponsored youth and adult educational programs are exempt from civil service requirements.               

                                    
HB1079, SB897: RELATING TO THE INTERSTATE COMPACT ON EDUCATION OPPORTUNITY FOR MILITARY CHILDREN
Removes barriers to educational success imposed on children of military families by frequent moves and deployment of their parents through the adoption of the Interstate Compact on Educational Opportunity for Military Children.

HB1080, SB898: RELATING TO CIVIL DEFENSE
Supports the State Civil Defense's Shelter-In-Place initiative by exempting civil liability for care homes, day care, and schools, in addition to hotels, during an officially designated emergency.
