HB1081, SB899: RELATING TO CHARTER SCHOOLS
Strengthens the public education system by providing comparable funding to public charter schools that is afforded to other public schools.
HB1082, SB900: RELATING TO THE SCIENCE, TECHNOLOGY, ENGINEERING, AND MATH INCOME TAX CREDIT
Creates an income tax credit to incentivize individuals and businesses to support science, technology, engineering, and mathematics education in public schools.
HB1083, SB901: RELATING TO HOUSING
Clarifies that mixed use and infrastructure projects that are part of an affordable housing development qualify for expedited review under the State’s housing finance and development statute (201H, HRS).
HB1084, SB902: RELATING TO AFFORDABLE HOUSING
Facilitates the development of affordable housing by requiring State and county agencies to complete a limited number of permit reviews within a 45-day timeframe after county council approval of the affordable housing project.
HB1085, SB903: RELATING TO PLANNING
Facilitates the development of affordable and workforce housing by correcting duplication in the land classification processes of the counties and the State Land Use Commission.
HB1086, SB904: RELATING TO INVASIVE SPECIES
Adjusts the invasive species inspection fee placed on freight brought into the State to shipments over 1,000 lbs.; eliminates the fees on bulk shipments such as oil and cement; and reduces the fee to 20 cents per pound for shipments over 1,000 pounds to minimize the impact on consumers while retaining enough funds to conduct invasive species functions.
HB1087, SB905: RELATING TO THE OFFICE OF COMMUNITY SERVICES Streamlines the delivery of key human services by transferring the Office of Community Services from the Department of Labor and Industrial Relations to the Department of Human Services.
HB1088, SB906: RELATING TO PUBLIC MEETINGS
Authorizes State boards and commissions to conduct noticed public meetings by video or teleconferencing in accordance with the sunshine law.
HB1089, SB907: RELATING TO THE DEDICATION OF HOUSING INFRASTRUCTURE TO COUNTIES
Establishes a timeframe and procedures for the dedication of infrastructure that is part of an affordable housing development.
HB1090, SB908: RELATING TO AFFORDABLE HOUSING
Instructs the counties to identify and designate affordable housing receiving zones which will be areas that qualify for incentives and exemptions tailored to encourage affordable housing development.
HB1091, SB909: RELATING TO THIRD-PARTY REVIEW OF AFFORDABLE HOUSING PROJECTS
Expedites affordable housing development by clarifying that State and county agencies have the authority to contract with third party private agencies, subject to limited liability, for the review of permit applications.
HB1092, SB910: RELATING TO THE TRANSFER OF HOMELESS PROGRAMS WITHIN THE DEPARTMENT OF HUMAN SERVICES
Realigns the homeless programs within the Department of Human Services to strengthen the network of programs and services provided to Hawai`i's most vulnerable citizens.
