As part of the Lingle-Aiona Administration's efforts to expand Hawai`i's role in the global economy, Governor Lingle welcomed a delegation of Chinese visitors from Beijing, Guangdong Province and Tianjin to Hawai`i.

During a visit to China in June 2005, Governor Lingle met with the chairman of the China National Tourism Administration (CNTA) to discuss expanding travel between China and Hawai‘i. During the visit, the State opened a Hawai‘i business and tourism office in Beijing.
In April 2006, Governor Lingle welcomed China Vice Premier Wu Yi to Hawai`i and presided over the signing of a cooperative tourism agreement to facilitate the expansion of two-way travel between Hawai`i and China and to help China develop its tourism industry. It was the first time CNTA signed a Memorandum of Understanding with a state of a country.
