GOVERNOR LINGLE APPOINTS LINDEN JOESTING AND BRIAN SEKIGUCHI AS DEPUTY DIRECTORS OF TRANSPORTATION

HONOLULU – Governor Linda Lingle has named Linden H. Joesting as deputy director – harbors, and Brian H. Sekiguchi as deputy director – airports for the Department of Transportation (DOT).  The two new appointees will join Bruce Matsui, deputy director – administration, in working with Director Rodney Haraga to address the state’s immediate and long-term transportation needs.  Joesting began on October 21st, Sekiguchi will start on November 3rd.

“Linden and Brian complete an already strong state transportation team, and have much to contribute as we continue to work on improving our road, airport and harbor infrastructure,” said Governor Lingle.  “As an island state, our harbors and airports are critical for ensuring reliable and safe transportation of people and goods, and I’m confident our two new deputy directors of transportation are up to the task.”

Linden H. Joesting

Linden Joesting previously worked for the State Attorney General in the Commerce and Economic Development Division, where she advised the Hawai`i Tourism Authority on contract, procurement, and sunshine law, and advised the Aloha Tower Development Corporation on real property, contract, and bankruptcy matters.  Joesting also provided legal counsel to the Department of Business, Economic Development and Tourism as well as the Department of Agriculture. 

Joesting also served in the Attorney General’s Division of Land and Transportation, where she advised the Board of Land and Natural Resources and the Water Commission on public land use, sunshine, and water law. 

In addition to her work with the state, Joesting served as a law clerk for Circuit Court Judge E. Hifo; and worked as an independent contractor for Alu Like, Inc., reviewing real property leases, assessing tort liability, and analyzing regulations. 

From 1990 to 1997, Joesting was on active duty with the U.S. Coast Guard in Alameda, California and Washington, D.C.  She conducted recruiting operations and planning for the U.S. Coast Guard; provided legal and program advice on government ethics; and was assigned to the Claims, Advocacy, Command and Operational Law, General Law, and Environmental Law Branches.  She also represented the U.S. Department of Transportation at negotiations and hearings.

Joesting is a graduate of Stanford Law School,  Wellesley College, and Punahou School. 

Brian H. Sekiguchi

Brian Sekiguchi has an extensive background in military construction and engineering, including a combined 22 years of working for the Department of the Navy and the Department of the Air Force. 

Currently, Sekiguchi is a division director of the Resident Officer in Charge of Construction for the Naval Facilities Engineering Command at Pearl Harbor.  He oversees more than 650 projects, including construction, services, and environmental work.  He also develops and manages various division programs pertaining to partnering, training, labor enforcement, subcontracting, and policy.  Sekiguchi also served as senior contract negotiator/specialist for the Naval Facilities Engineering Command A-E Branch.

While working for the Department of the Air Force, Sekiguchi was a branch manager who oversaw contract specialists in charge of the procurement and administration all Air Force construction and architect and engineer contracts in the State of Hawai`i and other remote sites in the Pacific.  He also was a supervisory civil engineer and chief of the construction management section where he supervised the construction, inspection and surveillance of all Air Force construction projects in the state and various outlying Pacific areas. 

Sekiguchi previously worked as a project engineer for E.E. Black Ltd., and as a soils engineer for Ernest K. Hirata and Associates. 

He earned a masters of business administration from Chaminade University, a masters degree in engineering management from the Air Force Institute of Technology in Dayton, Ohio, and a bachelor’s degree in engineering from the University of California at Berkeley.  Sekiguchi is a graduate of Leilehua High School.
