GOVERNOR LINGLE APPOINTS PATRICK BORDER TO THE CIRCUIT COURT AND CRAIG NAKAMURA TO THE INTERMEDIATE COURT OF APPEALS

HONOLULU – Governor Linda Lingle today named Patrick William Border to the Circuit Court of the First Circuit and Craig H. Nakamura to the Intermediate Court of Appeals. 

The Governor selected Border and Nakamura from two separate lists of six candidates each that were submitted by the Judicial Selection Commission last month.  Border will fill the seat being vacated by Honorable Marie N. Milks, who will retire on March 15, 2004.  Nakamura will fill a vacancy created by the addition of a fifth Associate Judge to the Intermediate Court of Appeals.  The two appointments bring the number of judicial appointments made by Governor Lingle to four.

“I am pleased to appoint two outstanding individuals, both of whom are well respected in the legal community and are highly qualified,” said Governor Lingle.  “Patrick Border and Craig Nakamura will bring extensive legal experience to the bench and will serve with distinction.”

Patrick William Border
Border has been an attorney with the law firm Cronin, Fried, Sekiya, Kekina & Fairbanks since 1984.  Border also served as a mediator and arbitrator for parties involved in divorce, real estate transactions, civil right claims and lawsuits, as well as various business disputes. 

Border previously served as a deputy corporation counsel for the City and County of Honolulu (1982-1984), a deputy attorney general for the State of Hawai`i (1980-1982), and Honolulu deputy prosecuting attorney (1979-1980).  He also served as judge advocate for the U.S. Air Force (1973 – 1978). 

Border is active in various professional and community organizations, including the Inter Pacific Bar Association, American Bar Association, Association of Trial Lawyers of America, Consumer Lawyers of Hawai`i, Mediation Center of the Pacific, and the New Hope Christian Fellowship Prison Ministry.  He was previously involved with the Asia Pacific Lawyers Association and Big Brothers/Big Sisters of Honolulu.

Border earned his undergraduate and law degrees from the University of Nebraska. 

Craig H. Nakamura
Nakamura has served as an Assistant U.S. Attorney since 1986, where he has focused on prosecution of federal crimes with emphasis on complex legal schemes, tax offenses, environmental crimes and public corruption.

Nakamura previously was an associate with the law firm of Goodsill, Anderson, Quinn & Stifel (1983-1986).  He also served as adjunct professor in Appellate Advocacy with the William S. Richardson School of Law (1987-1998, 2000-2001), and was a law clerk for Judge Herbert Choy (1981-1982).

He served as director of the Hawai`i State Bar Association (1990 – 1991).

Nakamura is a graduate of Harvard School of Law, where he graduated cum laude and was president of the Asian Law Students Association.  He also graduated with distinction from the University of Hawai`i, where he was a member of Phi Betta Kappa and Phi Kappa Phi honor societies.

The two appointments are subject to Senate confirmation.
