Honolulu- With heavy rains and flooding forecast to
continue through next week, Governor Linda Lingle, this afternoon, extended
an Emergency Proclamation through Sunday, March 26, 2006, covering all four
counties. This is the third Supplemental Proclamation the Governor has
issued since the Emergency Proclamation she signed March 2, 2006 to cover
the period when heavy rains started falling February 20, 2006. Her
most recent Supplemental Proclamation was signed Tuesday, March 14, 2006,
after the failure of the rain swollen Ka Loko Reservoir Dam on Kauai caused
a flood that resulted in a tragic loss of life and property, erosion, and
fear of dam failure in other reservoirs which may lead to further loss of
life and property.
The Supplemental Proclamation issued this afternoon addresses concerns that continued rain and flooding may require government agencies to conduct evacuations across the state: the Governor may direct or control as may be necessary for civil defense the evacuation and reception of the civilian population. The document goes on to state: the Governor is further authorized to order and direct government agencies, officers, and employees, state or local, to take such action and employ such measures for law enforcement, medical, health, fire fighting, traffic control, warnings and signals, engineering, rescue, construction, emergency housing, and other welfare, hospitalization, transportation, water supply, public information, training, and other civil defense and emergency functions as may be necessary, and utilize the services, materials, and facilities of the agencies and officers.
Governor Lingle’s original proclamation activated programs to make personal and commercial loans available to people whose homes or businesses sustained damage caused by the rains; activated the state’s Major Disaster Fund to speed relief and recovery; and authorized the use of National Guard troops to assist civilian authorities in disaster relief, averting imminent public danger, and to assist in debris removal.
While the Governor’s original proclamation remains in
effect, the Supplementary Proclamation issued this afternoon extends State
disaster programs and services to the residents affected by recent rains and
flooding.
