Disaster/Emergency Proclamations
Under the Hawaii Revised Statutes section 127-10 and chapter 128, the Governor has emergency powers to deal with natural and man-made disasters or emergencies; to maintain the strength, resources, and economic life of the community; and to protect the public health, safety and welfare. Above all other priorities are the Governor's legal and moral obligations to protect the health and safety of people.
- Supplemental Proclamation, March 22, 2012: Proclamation supplementing the emergency proclamation dated March 6, 2012.
- Supplemental Proclamation, March 8, 2012: Proclamation supplementing the emergency proclamation dated March 6, 2012.
- Proclamation, March 6, 2012: Proclamation relating to the emergency relief for the disaster occurrence of heavy rains, high winds and flooding beginning March 3, 2012 and which continues to cause extensive damage to private and public property in the Counties of Kauai and the City & County of Honolulu.
- Proclamation, March 2, 2012: Proclamation relating to emergency disaster relief for Kuhio Highway, County of Kauai
- Proclamation, March 11, 2011: Determination that a major disaster and catastrophe has occurred in the State of Hawaii (tsunami and flooding) and proclaiming a disaster area for the purpose of authorizing and invoking certain measures.
- Supplementary Proclamation, March 13, 2011: Determines that a major disaster and catastrophe has occurrred in certain areas and proclaiming these areas to be disaster areas for the purpose of authorizing the expenditure of state monies.
- Proclamation, April 14, 2011: Proclaims that the nene goose population located on the Kauai Lagoons Resort in between the two runways of the Lihue Airport is a threat to public health and safety. Immediate action is necessary to translocate this population of nene goose to mitigate potentially devastating aircraft accidents.
- Proclamation, June 14, 2011: determines that the presence of dangerous munitions, explosives and other hazardous materials present on government lands owned by the State of Hawaii and each county in Hawaii as a result of former military use is a serious threat to the public health, safety and welfare; and mandates that the U.S. Army Corps of Engineers be permitted to carry out Defense Environmental Restoration Program (DERP) work on State of Hawaii and county lands.
- Proclamation, September 2, 2011: Declares a disaster area for the purpose of authorizing expenditure of State monies to avoid damages, losses, and suffering that will result with the failure of Kuhio Highway by designing and constructing temporary slope stabilization measures beneath the pavement until the Dept. of Transportation has completed a bypass road.
