"A major part of my responsibilities as your Governor is to ensure the prudent use of the public's financial resources. 

As we begin the new fiscal year, I have asked members of my Administration to employ restrictive and cautionary management of state general fund operating expenses.  At the same time, it is important that we continue to accelerate capital improvement projects to invest in the repair and modernization of infrastructure statewide.

Every state department must practice sound management in how it spends public funds. Every expenditure must compete for priority in the State’s spending plan. 

Our revenues are limited. We must rise to the challenge and be resolute in managing your money while addressing public needs with efficiency and innovation."
